This program evaluation looks at the Community Planning and You workshop of the Allston Brighton Community Development Corporation in Boston, MA. The literature review explores the effects and responses to racialized housing policies, including the development of the community development field and its use of neighborhood organizing. The evaluation is grounded in the frameworks and theories of Arnstein’s (1969) Ladder of Citizen Participation, Putnam’s (1994) social capital, and Freire’s (2018) use of popular education to develop Critical Consciousness. Chicago’s Little Village community bears the heavy burden of environmental injustice and racism. The residents are mostly immigrants and people of color who live with low levels of income, limited access to healthcare, and disproportionate levels of dangerous air pollution. Before its retirement, Little Village’s Crawford coal-burning power plant was the lead source of air pollution, contributing to 41 deaths, 550 emergency room visits, and 2,800 asthma attacks per year. After the plant’s retirement, community members wanted a say on the future use of the lot, only to be closed out when a corporation, Hilco Redevelopment Partners, bought the lot …

Many articles point out that there is a disparity between rural and urban areas in healthcare service. The disparity is derived from the locational choices of physicians which are influenced by diverse factors such as backgrounds where they grew up or type of facility at which they worked. This study examines physician movements which vary depending on the types of physician and facility in Nebraska. The research dataset are annual practicing records of all primary care physicians and business information of the facilities in Nebraska from 1998 to 2019. Having an eviction record “blacklists” tenants from finding future housing. Even renters with mere eviction filings—not eviction orders—on their records face the harsh collateral consequences of eviction. This Note argues that eviction records should be sealed at filing and only released into the public record if a landlord prevails in court. Juvenile record expungement mechanisms in Illinois serve as a model for one way to protect people with eviction records. Recent updates to the Illinois juvenile expungement process provided for the automatic expungement of certain records and strengthened the confidentiality protections of juvenile records. The right to housing is guaranteed by Spain's constitution, the principles of the European Union, and U.N. human rights treaties to which Spain is signatory, yet Spain scarcely provides affordable housing and leaves its citizens struggling with poverty and unable to find a place to live. Unlike much of the rest of Europe, Spain’s social rented sector represents less than 1% of its total housing stock. Through policies that favor homeownership, promote the real estate market, and privatize social housing, Spain has left its citizens reliant on the private market for their fundamental need for housing. With rapid urbanization, environmental problems like green space shortage and urban flooding become prevalent. Identifying effective policymaking and implementation is critical in order to solve these problems. This dissertation addresses four theoretical topics in the context of urban green infrastructure: policy entrepreneur, institutional response to club goods, quasi-public-private partnership, and policy goal ambiguity. Each is exemplified by a causal case study. Data were collected through participant observation, field trips, semi-structured interviews, and crowdsourcing.

In an effort to increase sustainability, reduce vehicular congestion, revitalize neighborhoods, and lower pollution from automobiles, Phoenix, Arizona launched the Valley Metro Light Rail system in December of 2008. The purpose of this investigation was to assess the environmental, social, and economic impacts as related to sustainability of the Valley Metro Light Rail system. The beautiful port city of Valparaíso, Chile is home to 42 colorful hills that overlook the Pacific Ocean. This unique city, however, is also home to multiple disasters, including urban and forest fires, tsunamis, landslides and earthquakes. This descriptive study explores the case of the 2014 “mega-fire” that destroyed 3,000 homes and affected the lives of 11,000 residents. Through five semi-structured interviews and the review of several academic and official documents, the present study analyzes the process of post-disaster reconstruction, seeking to understand the habitability and the resiliency of the reconstructed houses and neighborhoods. Age of Concrete is a history of the making of houses and homes in the subúrbios of Maputo (Lourenço Marques), Mozambique, from the late 1940s to the present. Often dismissed as undifferentiated, ahistorical “slums,” these neighborhoods are in fact an open-air archive that reveals some of people’s highest aspirations. At first people built in reeds. Then they built in wood and zinc panels. And finally, even when it was illegal, they risked building in concrete block, making permanent homes in a place where their presence was often excruciatingly precarious.

The There Is No Poop Fairy campaign was initiated in Albuquerque, New Mexico, in 2014, with the goal of getting dog owners to pick up and properly dispose of their dogs’ waste. The Rio Grande is contaminated with E. coli bacteria that originates in part from dog waste, which is carried to the river through storm water. The Dalton Wells area, a recreation area off Highway 191 just north of Moab, has become an especially popular place for dispersed camping, as it is free and in close proximity to town. Dalton Wells does not have the infrastructure or management necessary to support the current number of visitors, straining the site’s fragile desert ecosystem. After receiving FEMA hazard mitigation grants to improve weather and water management infrastructure, many communities are able to complete additional capital improvement projects that would not have been possible without the improvements facilitated by FEMA grants. FEMA projects often convert tracts of land to greenspace, or stabilize flood-damaged lands. Many communities then build public parks on such lands as a direct result. Although these parks or greenspaces create a benefit for their communities, FEMA’s methods for post-project evaluation, known as “Loss Avoidance Studies,” do not typically take the costs and benefits of new parks or greenspaces into consideration.
