This research explores the policy factors influencing the intraregional development of rail transit. For the purpose of this research, policy factors include: institutional arrangements, factors associated with governance, and factors in the policymaking process. The research questions are studied in five case study MSAs within the Pacific West and Mountain West regions of the United States: Phoenix-Mesa-Chandler, AZ; Denver-Aurora-Lakewood, CO; Riverside-San Bernardino-Ontario, CA; Los Angeles-Long Beach-Anaheim, CA; and Portland-Vancouver-Hillsboro, OR. ENVI460 students were tasked with providing recommendations for a water feature and other sustainable features like a green roofing. This report reflects students’ recommendations for a sustainable water feature at Central Plaza.

The City of Sullivan indicated the southern City Park as an area of interest for redevelopment as a neighborhood area and for sustainable features. There are existing structures and habitats that they are looking to bolster. Students in ENVI 460 identified multiple components of the city park that could be updated and upgraded to provide more sustainable infrastructure and community focus. They recommended permeable pavers in two locations in the park area, green roofing on some existing structures, and adding native habitats to the overall area.

This paper is a Geographic Information Systems (GIS) spatial analysis of the transportation accessibility and equity in Sacramento, California. A literature review examines discriminatory regulatory policies in the 1900s that wrote racial segregation into law. The effects of these policies have lasting effects on spatial dispersal of people and create barriers to accessibility and therefore result in inequitable transportation systems. The accessibility and equity analysis in Sacramento explores demographic data, job concentration and available modes of transportation, and commuter data. The results of the analysis suggest that there is no “one-size-fits-all” approach when it comes to measuring accessibility and equity. …

The purpose of this research is to examine the political, social, and economic factors which have led to inhumane conditions in Mississippi’s correctional facilities. Several methods were employed, including a comparison of the historical and current methods of funding, staffing, and rehabilitating prisoners based on literature reviews. State-sponsored reports from various departments and the legislature were analyzed to provide insight into budgetary restrictions and political will to allocate funds. Transit agencies utilize the following complementary initiatives to encourage greater fixed-route transit usage by people with disabilities: (1) implement more rigorous paratransit eligibility determination practices and (2) address the factors that deter people with disabilities from using fixed-route transit. This research focuses on the latter and uses previously conducted survey data to determine the most important factors individuals with disabilities consider when deciding to use various transportation options, and how these factors vary by disability and community type. In ENVI 610, one graduate student was able to address the agreed upon goals of developing a 3D model of the downtown square. Rapid urbanization is currently taking place in developing regions that have yet to address already existing and persistent inequities within their urban centers. There is perhaps no urban policy issue more critical for governments of the global South than the elimination of slums and informal settlements, along with the development of equitable access to affordable housing for low-income residents. Emergent economic development policies reflect the challenges urban growth coalitions face in attracting the footloose tech-entrepreneurs of the global economy. This convergence between the focus on place and the harnessing of global capital has led to the proliferation of innovation-igniting urban developments (IIUD)—place-based economic development strategies to boost the local knowledge economy. After decades of neglect, several U.S. states have increased support for regional development planning, creating new programs, organizations, and funding streams to support it. Analysis of programs in three states (New York, Michigan, and Indiana) shows similarities among them as well as contrasts with prior episodes of state-led regional planning. The new programs deliberately sidestep older regional planning organizations like COGs and RPCs in favor of new organizations with larger roles for the private sector and greater access to public funds.
