Analysis Of Runway Incursion Trends: Implications For Cost-Benefit Analysis Of Mitigation Investments, David C. Ison

This causal-comparative and correlation study investigated the costs of runway incursion safety improvements in relation to their effectiveness to assess potential aviation system benefits.Two airports (Los Angeles International and Dallas-Ft. Worth International), which were early adopters of Runway Status Lights (RWSL), a runway incursion technology, were targeted in this analysis. Findings indicated that there were no significant differences in counts or rates of Category A, B, and D incursions at LAX and DFW when comparing the time periods before versus after RWSL installation. Category C counts and rates were found to have increased significantly after RWSL installation. The findings of …

Unmanned Aircraft Systems (UAS) can be useful tools for public safety agencies during crime or vehicle accident scene investigations if it can provide value to the resource-constrained agency. The speed of data collection, while minimizing first responder risk, while sustaining an acceptable level of accuracy and precision compared to other tools is where the agency may find value. During a recent homicide investigation in Florida, a UAS provided saved 81% in law enforcement labor hours with an acceptable level of accuracy compared to traditional methods. To optimize the U.S. airports’ operational performance, the Federal Aviation Administration (FAA) provides various metric values (i.e., average gate arrival delays, the average number of daily aircraft operations, effective gate-to-gate times, and taxi-in and taxi-out times) attributed to NextGen programs. The scheduled and on-demand air services with Title 14 Code of Federal Regulations (CFR) Part 135 certificate are operating with relatively less stringent safety program criteria compared to Part 121 operations. The Part 135 aircraft flight operation was identified as one of the most wanted transportation safety improvements by the National Transportation Safety Board (NTSB). Implementation of flight data monitoring (FDM) programs was recommended to mitigate the risk of Part 135 operations. The paper proposes a method for identifying aerodynamic coefficient derivatives of aircraft attitude channel using spiking neural network (SNN) and Gauss-Newton algorithm based on data obtained from actual flights. Using SNN combination with Gauss-Newton iterative calculation algorithm allows the identification of aerodynamic coefficient derivatives in a nonlinear model for aerodynamic parameters with higher accuracy and faster calculation time. Determining the performance characteristics of off the shelf pulsed plasma thrusters to enhance the life time of low earth orbiting platforms was investigated theoretically. Pulsed plasma thruster analysis was accomplished through development of correlations from historical data that distinguished between breech fed propellant to side fed propellant designs. Based on semi-empirical equations the power required by the thruster to counter react the drag was estimated and mapped for 1U to 27U CubeSat configurations for altitude ranging between 200km to 600km. In this paper it is presented the concept and design of a new type of spacecraft that could be used to make the first manned interstellar travel. Solar one would integrate three near-term technologies, namely: compact nuclear fusion reactors, extremely large light sails, and high-energy laser arrays. A system of lenses or mirrors to propel the sail with sunlight is suggested as an alternative to laser propulsion. Due to aircraft accidents, in 2008, operational restrictions were imposed on Congonhas airport by IAC 121-1013. These restrictions sought to create a balance between flight safety and operational efficiency. The purpose of this research was to investigate the results of the operational restrictions. The researchers calculated the landing performance (using specific software), taking into account particular aircraft system failures that increase landing distance. The results indicated that the measures imposed by the IAC have little or no effect on operational safety. The purpose of the current study was to develop two scales that could be used concurrently or independently to measure passenger willingness to fly (WTF), and aviator willingness to pilot (WTP), respectively. This is especially useful to determine challenges involving acceptance of new aviation technology for both pilots and passengers. There were five stages in developing the WTF scale for passengers, following Hinkin’s scale development process. On July 23, 2019, the Federal Aviation Administration (FAA) expanded the Low Altitude Authorization and Notification Capability (LAANC)—the system that processes airspace approvals for sUAS operators in controlled airspace—to include recreational operations. Researchers sought to collect and evaluate 30 days of UAS operational activity in controlled airspace using UAS detection equipment. Detected UAS flight data was compared against UAS Facility Maps and LAANC approval data to assess UAS operator compliance and behavior patterns. In this work, we investigate how flight instructors observe aviator scan patterns and assign quality to an aviator's gaze. We first establish the reliability of instructors to assign similar quality to an aviator's scan patterns, and then investigate methods to automate this quality using machine learning. In particular, we focus on the classification of gaze for aviators in a mixed-reality flight simulation. We create and evaluate two machine learning models for classifying gaze quality of aviators: a task-agnostic model and a multi-task model. This thesis analyses the processes through which farming and rural communities in transition economies build resilience in the face of changes to rural areas caused by globalisation and urbanisation. The study is based on analysis of how urban-rural interactions have affected small-scale farming in the metropolitan countryside of Rio de Janeiro, Brazil, an area where land-use, economic and environmental policies and urban land speculation have prompted increasing competition between agricultural, industrial, residential and conservation land uses within a highly multifunctional countryside.
