Grammatical And Lexical Development During Short-Term Study Abroad: Exploring L2 Contact And Initial Proficiency, Bernard I. Issa, Mandy Faretta-Stutenberg, Harriet Wood Bowden

This study examined linguistic development among both intermediate and advanced college-level second language (L2) learners during short-term study abroad summer programs in Spain. Participants completed ameasure of overall proficiency, as well as assessments of receptive grammatical (morphosyntactic) and lexical (semantic) abilities at the beginning and end of their programs. They also reported their use of and exposure to the target language on a weekly basis while abroad. Analyses explored (a) whether learners in each group made gains in these receptive abilities, and (b) to what extent contact with the L2 and/or initial proficiency accounted for variability in linguistic development across …

Price and performance improvements for trail cameras, remote cameras designed for wildlife observation, havegiven wildlife researchers a widely accepted new tool. After their introduction in 2010, cellular trail cameras havebecome popular, saving travel time and reducing disturbance to wildlife. A use case of trail cameras for suburbandeer management illustrates desirable product features and risks of using citizen science for research. A time trendof camera prices identifies a common product price pattern for technology products, a decline following a logisticor inverted s-curve. This Note will explore Regulation FD’s development, from its enactment in 2000 to its status in the age of social media. It will ultimately propose a safe harbor provision that clearly delineates when issuers and corporate insiders are not subject to the regulation’s requirements. Part I provides an overview of Regulation FD’s provisions and enforcement as well as the SEC’s subsequent guidance, which attempts to elucidate the regulation’s application to new technologies. The debate over common ownership initiated by Azar, Schmalz, and Tecu’s paper on airlines has raised questions about what, if any, policy responses are appropriate when common owners reduce competition in product markets. This paper, a response to a symposium for Antitrust Bulletin, reviews the literature on policy responses and evaluates various reform proposals in light of recent empirical and theoretical developments.

The Economic Basis Of The Independent Contractor/Employee Distinction, Eric Posner

In recent years, a controversy has erupted over the distinction between employees and independent contractors. Commentators have argued that in the modern “gig economy,” many people traditionally classified as independent contractors are as vulnerable as employees and should be granted the legal protections that employees alone normally enjoy. However, the distinction between the two categories remains inescapable, and the theoretical basis for it has not been identified. I argue that the distinction is derived from market structure. Employees are workers who, because they must make relationship-specific investments in a single firm, are subject to labor monopsony. Independent contractors do not …

Chevronizing Around Cost-Benefit Analysis, Jonathan S. Masur, Eric A. Posner

The Trump administration’s efforts to weaken regulations are in tension with cost-benefit analysis, which in many cases supports those regulations or otherwise fails to support the administration’s deregulatory objectives. Rather than attempting to justify its actions as a matter of policy preferences, the administration has responded on multiple occasions by using Chevron to interpret statutes so as to evade cost-benefit analysis. The statutory interpretation route, which we call “Chevronizing” around cost-benefit analysis, creates novel challenges for courts, as it pits traditional Chevron deference against a trend in favor of requiring agencies to regulate based on cost-benefit analysis as a matter …
