At a Mexican restaurant in Salt Lake City, I came across an issue of La Prensa, a Spanish-language newspaper published in Utah. It covered a variety of issues, including immigrant fraud, the top ten Latin music hits, and soccer. I wondered how many of these “foreign”-language newspapers exist in Utah and who publishes them. I felt that a study was needed to gain a more complete picture of Utah’s past and present ethnic newspapers and hoped to gain a better understanding of Utah’s peoples. Freshwater resources are critical features of the landscape and are threatened by many phenomena (e.g., eutrophication, invasive species, climate change, acid rain). The importance of fresh waters requires that scientists continually improve their tactics and technologies for broader understanding. Increasing use of automated sensors to collect environmental data creates a need for training of environmental scientists. In this paper, we present case studies based on a doctoral training program. For each case study presented, the goals and overall recommendations for adaptation to other programs are discussed. We developed linguistics-driven prediction models to estimate the risk of suicide. These models were generated from unstructured clinical notes taken from a national sample of U.S. Veterans Administration (VA) medical records. We created three matched cohorts: veterans who committed suicide, veterans who used mental health services and did not commit suicide, and veterans who did not use mental health services and did not commit suicide during the observation period (n = 70 in each group). Journal of Human Performance in Extreme Environments

This study investigated the impact of body armor weight and load magnitude and distribution on the lower extremities during walking. Range of motion (ROM) was assessed while seven healthy, male, right-handed, military university students walked while wearing seven different garments of varying weights (0.06 kg, 9 kg, 18 kg, and 27 kg) and load distributions. Decreased pelvic rotation found with an increase in weight implies decreased mobility by restricting the leg’s swing to propel the body forward. Increased ROM for pelvic tilt found with increased weight results from increased forward inclination suggesting an increased possibility for fatigue and musculoskeletal pain …

When war came to Arkansas there were few, if any, troops left in the state. As a result the women were left to defend themselves. While economics and geographic location were responsible for the culture of the women, it was the individual fortitude that made survivors of the female population. Arkansas was very diversified and so were the women. When Union soldiers occupied the state they interacted with the women in many different ways, from pleasant social activities to barbaric terrorism. The Delaware Arbitration Program established a procedure by which businesses can agree to have their disputes heard in an arbitration proceeding before a sitting judge of the state’s highly regarded Chancery Court. The Program arguably offers a veritable trifecta of procedural advantages for commercial parties, including expert adjudication, efficient case management and short cycle time and, above all, a proceeding cloaked in secrecy. It also may enhance the reputation of Delaware as the forum of choice for businesses. Institute for Veterans and Military Families

This study examines the the demographics of military families, which can be used to can assist in better serving their needs, reducing their stress, and increasing their happiness with military life. The diversity of these families significantly impacts their interaction with their social networks and societal institutions, and would benefit from policy that creates additional programs aimed at helping military children through critical military transition points. Additional research is needed on how younger children operate in military families, and the impact of supports available for spouses caring for younger children during deployments and separation from their spouse.

Charting The Legal Geography Of Non-International Armed Conflict, Michael N. Schmitt

International Law Studies

This article examines the geographical reach of international humanitarian law (law of armed conflict), particularly during armed conflicts between States and non-State organized armed groups. The issue is operationally critical, since to the extent that IHL applies, practices which are lawful during armed conflicts, such as status-based targeting, may be employed. When IHL does not apply, human rights obligations shouldered by the State govern the conduct of its military operations. The article surveys the various approaches to the the legal geography of non-international armed conflict, arguing that an interpretation by which IHL is not geographically restricted is the most supportable.

This article pursues a topological reading of Milestones, one of the most influential books in the history of Islamism. Written by Muslim thinker Sayyid Qutb, the general interest in this crucial text has largely remained restricted to the fields of Islamic Studies and Security Studies. This article aims to make the case for assuming a philosophical standpoint, relocating its significance beyond the above-mentioned fields. A creative and topological reading of this text will allow the spatial complexity of Qutb’s eschatological vision to be fully exposed, while also unpacking the way in which antagonistic relations have variously been articulated by this …

Why “Good” Followers Go “Bad”: The Power Of Moral Disengagement, Craig E. Johnson

Moral disengagement answers the question of why “good” followers (those with high personal standards) go “bad” (engage in unethical and illegal activities). In moral disengagement, actors set aside the self-condemnation they would normally experience in order to engage in immoral activities with a clear conscience. Moral disengagement mechanisms encourage individuals to justify harmful behavior, to minimize personal responsibility for harm, and to devalue victims. The follower role makes individuals more vulnerable to moral disengagement. While all followers are susceptible to moral disengagement, some are more vulnerable than others due to such personal antecedents as lack of empathy, rigid and authoritarian …

Elena Poniatowska’s extraordinary literary output and her delightful personality justly merit her position as Mexico’s most dearly loved and highly respected author. I consider myself truly fortunate to have had the luxury of intensively studying her writings during the process of my doctoral dissertation. In this essay, I recall my introduction to Poniatowska’s work, her impact on my postgraduate studies, and how I, as a historian, employ her testimonial literature in my classes and the teaching of undergraduate students in the United Kingdom.

Double-Effect Reasoning Defended: A Response To Scanlon, Thomas A. Cavanaugh

Philosophy

Common morality endorses some form of an exceptionless prohibition against killing innocents. Natural lawyers employ double-effect reasoning (DER) to address hard cases involving deaths of the innocent. Current deontologists (Scanlon and Thomson) criticize DER-proponents as conflating act-with agent-evaluations. Scanlon develops this critique extensively. I respond to his criticism. He maintains that the DER-advocate tells a badly-motivated agent to refrain from an obligatory act. Thus, he asserts, the natural lawyer who employs DER errs. Instead, Scanlon proposes, one ought to assess the act as permissible while blaming the agent. I argue that DER does not succumb to this critique. Moreover, Scanlon’s …

Although remote-controlled robots flying over the Middle East and Central Asia now dominate reports on new military technologies, robots that are capable of detecting, identifying, and killing enemies on their own are quietly but steadily movingfrom the theoretical to the practical. The enormous difficulty in assigning responsibilities to humans and states for the actions ofthese machines grows with their increasing autonomy. These developments implicate serious legal, ethical, and societal concerns.
