Reports of state-sponsored harmful cyber intrusions abound. The prevailing view among academics holds that if the effects or consequences of such intrusions are sufficiently damaging, international humanitarian law (IHL) should generally govern them-and recourse to armed force may also be justified against states responsible for these actions under the jus ad bellum. This Article argues, however, that there are serious problems and perils in relying on analogies with physical armed force to extend these legal regimes to most events in cyberspace. The Lausanne Movement has since 1974 functioned as a platform and forum for Evangelical leaders from various geographical and confessional strands. This volume gives a broad perspective on the development mission and evangelism among Evangelicals, with a particular focus on the Lausanne movement. It contains chapters about the historical, theological and missiological background and discusses key issues and concepts of Lausanne as they have emerged over the years. It and reflections on Cape Town and on Lausanne. Critical views are also included, aiming at opening up a dialogue with other views on evangelism and mission.

The gender stigma of work-life balance (WLB) policies as concessions for mothers and female caregivers originated with the push by the Women’s Movement for gender workplace equity in the late 20th century. Unfortunately, this perception continues in the 21st century and retains the additional stigma of employee participation in these policies–—regardless of gender–—as a detrimental career move. Thus, home and work responsibilities for professionals of all genders who desire more occupational flexibility remain unreconciled. Organophosphate (OP) compounds, including paraoxon (POX), are similar to nerve agents such as sarin. There is a growing concern that OP agents could be weaponized to cause mass civilian causalities. We have developed a rodent survival model of POX toxicity that is being used to evaluate chronic morbidity and to screen for medical countermeasures against severe OP exposure. It is well known that the survivors of nerve gas and chronic OP exposure exhibit neurobehavioral deficits such as mood changes, depression, and memory impairments. In this study we investigated whether animals surviving severe POX exposure exhibited long-term neurological impairments. POX exposure …

The Paul Mitchell site (41BW4) is an ancestral Caddo habitation site and cemetery in the larger ancestral and historic occupation of the Upper Nasoni Village on the Red River in Bowie County, in the northeastern corner of the present state of Texas. Extensive excavations were conducted at the site in the 1930s by both professional and avocational archaeologists. and in the 1940s by an avocational archaeologist, but the findings from these investigations have never been fully analyzed or reported to date, although several bioarchaeological studies have been published concerning the Mitchell site human remains. Klotz Associates of Houston, Texas contracted with Tierras Antiguas Archaeological Investigations to conduct a cultural resources survey of 700 linear meters of road right-of-way on the outskirts of the city of Boerne, in Kendall County, Texas. The total Area of Potential Effect is 700 meters long x 45 meters wide, for a total of 7.78 acres. Texas Antiquities Permit #6708 was issued in order to proceed with the archaeological investigations.

An analytical procedure for the simultaneous determination of cyanide and thiocyanate in swine plasma was developed and validated. Cyanide and thiocyanate were simultaneously analyzed by high-performance liquid chromatography tandem mass spectrometry in negative ionization mode after rapid and simple sample preparation. Isotopically labeled internal standards, Na¹³C¹⁵N and NaS¹³C¹⁵N, were mixed with swine plasma (spiked and nonspiked), proteins were precipitated with acetone, the samples were centrifuged, and the supernatant was removed and dried. The dried samples were reconstituted in 10 mM ammonium formate. Cyanide was reacted with naphthalene-2,3-dicarboxaldehyde and taurine to form N-substituted …

This essay, written for a Symposium celebrating the child custody scholarship of Professor Robert Mnookin, examines the close connection between changes in substantive child custody doctrine and changes in custody dispute resolution processes over the past 30 years. Part I of the article explores how the widespread adoption of an unmediated “best interest of the child” standard, and the ensuing rejection of the sole custody paradigm, precipitated a shift from adversarial to non-adversarial resolution of divorce-related parenting disputes. We argue that Indonesia’s path to democracy was borne out of necessity brought about by a state of extreme precariousness and then molded by its lack thereof. Its lack thereof precisely reflected the internal power struggle and elite competition between remnant groups of the New Order vying under a different set of circumstances. Notwithstanding the given peculiarities of Indonesia’s transition, the current state of democracy in Indonesia is clearly one that is also shaped by the patrimonial character of the New Order. In 1715 two unrelated international events, the emergence of the Zunghar Mongols in Central Eurasia and Japan’s decision to restrict copper exports to China triggered a burst in Qing expansion into two different regions over the next fifteen years (1715-30), the Kham territory of Eastern Tibet and tusi-controlled territories in neighboring Yunnan and Guizhou provinces. As this article will show, Qing officials posted to Sichuan, Yunnan, and Guizhou during this fifteen-year period were in a very peculiar position. In 1891 Bohemian composer Antonin Dvorak (1841-1904) was offered a position as the Director of the American Conservatory in New York City by Jeanette Thurber (1850-1946) due to his reputation as a nationalistic composer. Thurber was intending to create a national music for America and hired Dvorak to not only promote the American Conservatory, but help her achieve her goal of an American style. By early 1892 an agreement was reached between the two parties, and Dvorak assumed his role as Director of the Conservatory in October of 1892, a tenure which lasted until May 1895. In Daniel Webster's view, the survival of the Union required not only an orator who could defend the Constitution as he did against Robert Hayne, but one who could embody the spirit of the constitution in deliberative performance. Webster uses his performance in debate not only to assail his opponent, defend New England, and expound on the Constitution, but further to demonstrate with his own oratory the abiding value of decorum, prudence, and eloquence in the national life. Webster becomes the ideal of deliberative performance as he contrasts his own conduct in debate with that of his Southern opponent. Webster’s …

As the most impressive Naval Power in the world, Britain proceeded to blockade French, Spanish, and Dutch ports. In 1805, Williams Woods purchased two insurance policies from The Maryland Insurance Company, a successful and lucrative Baltimore marine insurance institution. The case of The Arrogante Barcelones involved a complicated story of facts, due in part to the cunningness of one of the main players, Joseph Almeida. Almeida’s maneuvers make sense when viewed through the lens of nineteenth century Baltimore, the War of 1812, and U.S. citizens’ involvement in South American privateering. At first glance, this case seems to hinge on issues regarding the validity of Almeida’s commission, the authority of the condemnation, and the sufficiency of the documentation produced to prove it. The Ballet Russes dominated the avant-garde world of early twentieth century Paris with ballets that brought together the greatest artistic and musical minds of the time. Their ascent into stardom was realized through the hard work of figures like Igor Stravinsky, Erik Satie, Pablo Picasso, and their founder Serge Diaghilev. Alongside these figures, patrons like the Comtesse Greffulhe, the Princesse de Polignac, Misia Sert, and Coco Chanel contributed greatly to the ballet troupe in four different ways. The events in Basra in the spring of 2003 illustrate a “hybrid” conflict with elements of conventional and unconventional warfare: humanitarian assistance, managing IDPs, security operations with multiple state and nonstate actors, all occurring simultaneously in the same geographic area and period of time. The Algerian War, 1954– 1962, was arguably the most traumatic war of decolonisation fought by Western colonial powers. The French had occupied Algeria since 1830 and the territory had formed three administrative départements of France since 1848. Development of effective vaccines against emerging infectious diseases (EID) can take as much or more than a decade to progress from pathogen isolation/identification to clinical approval. As a result, conventional approaches fail to produce field-ready vaccines before the EID has spread extensively. Lassa is a prototypical emerging infectious disease endemic to West Africa for which no successful vaccine is available. We established the VaxCelerate Consortium to address the need for more rapid vaccine development by creating a platform capable of generating and pre-clinically testing a new vaccine against specific pathogen targets in less than 120 d.
