Modes Of Liability For Ai-Enabled Crimes In International Criminal Law, Antonio Coco
International Law Studies
As artificial intelligence (AI) technologies become increasingly embedded in human activity, the question of individual accountability for AI-enabled international crimes grows more pressing. This article examines how established doctrines of individual criminal responsibility under international criminal law—particularly the modes of liability recognized in the Statute of the International Criminal Court and in the jurisprudence of international criminal tribunals—may be applied to human actors who interact with AI systems in the commission of core international crimes. Through four hypothetical scenarios, the article explores varying forms of human involvement—from programming to deployment—and assesses whether existing modes of liability, such as perpetration, instigation, …

China is experiencing a profound demographic transformation as its population ages rapidly, driven by declining fertility, increased longevity, and long-term effects of the One- Child policy. Traditional family-based elderly care has become increasingly unsustainable due to the pressures of the “4-2-1” family structure and the rising prevalence of empty-nest households. In this context, there is an increasing trend in institutionalized elderly care, accompanied by a growing demand for Nursing Home Care Workers (NHCWs). Quantum Technologies, Part One: Focusing A Bit Upon Realities, James Giordano
Strategic Insights
This commentary examines the current realities of quantum technologies and their implications for national security and defense. While quantum systems are often described as revolutionary, their practical military impact remains uneven and frequently overstated. This analysis reviews three key domains—quantum computing, sensing, and communications, and explains where these technologies currently outperform classical systems and where significant technical limitations remain. In particular, quantum computing is still in a “noisy, intermediate-scale” stage, meaning most applications remain experimental and dependent on advances in error correction, algorithms, and hardware. Understanding both the promise and limitations of quantum technologies is essential for shaping realistic defense …

Comparative Philosophy
The notion that the organization of large-scale social structures are rooted in domestic ones has a longstanding history in both Chinese and Greek classical political philosophy. Aristotle and Confucius independently reasoned that a good family, one with a strong father, mapped onto a good state, one with a strong king - though they differed on the details. While there is a strong literature juxtaposing these two titans, less attention has been paid to how their ideas compare with other philosophical traditions.
