The recent proposals to reform the tax treatment of private equity, venture capital, and hedge fund managers are misguided. Policymakers and commentators often take industry-focused, results-oriented approaches to the “carried interest” debate, thereby obscuring the real source of the policy objection to carried interests. Instead of starting with a result that is objectionable and trying to find a way to change the law to avoid the objectionable result, this Article begins with the law and facts relevant to carried interests and systematically unpacks the tax rules that combine to produce the current tax treatment of carried interests. This article explores the relationship between information and mobility as it is manifest at the Mexico-US border and understands that border to be one, although very important, site of information processing and production. Within the electronic as well as the physical spaces of the Mexico-US borderlands, it is argued that practices of evasion and exposure produce specific forms of politics. These forms bear on the militarization of the border, particular bourgeois anxieties, various instances of violence, the pursuit of survival strategies and recognition, and the emergence of resistance and countertactics. This dissertation contains three essays exploring the effect of fiscal policy shocks on savings and lending behavior of the private economy. Two essays focus on World War II and one essay focuses on the entire postwar period. Essay I looks at the response of monetary policy to fiscal policy shocks and the effect of fiscal policy on the private sector's balance sheet over a period that covers 1954 and 2007. I find a minimal response of the Federal Reserve to fiscal policy shocks. I also find the the main response of the private sector to fiscal policy shocks manifests itself …

This dissertation examines how Cold War defense spending shaped the evolution of American political culture and public policy from the 1940s until the 1990s. It argues that the Cold War economy contributed to the realignment of American politics in the postwar era. The fight against global communism abroad altered the structure, purpose, and public perception of the federal government following World War II, but also subsidized corporations, suburban communities, and individuals affected by defense spending. The militarization of the Cold War therefore created various dependents of America's military and defense apparatus that continuously pressed for more defense spending during the …

This dissertation studies the Memoscopio archive and its collection of testimonies about the 2009 World March for Peace and Nonviolence (the March). This collection came into existence during 2009 and 2010 through a participatory archiving project carried out by a team of peace advocates and researchers in collaboration with March participants. The March was a transnational and decentralized campaign that promoted peace, nonviolence, and justice through activities in 600 cities, social media, and a three-month march around the world. In October of 2007, Costa Ricans voted in a referendum to ratify a Free Trade Agreement with the United States (DR-CAFTA, or CAFTA). The first referendum in their nation's history--and the first referendum ever held on a Free Trade Agreement--marked the culmination of a cycle of contention over liberalization that transformed practices and expectations of politics in a country often considered an exemplar of representative democracy. When much of the physical landscape of New Orleans was destroyed with Hurricane Katrina, expedited change and a need to redefine the city's future rushed in. The "new" New Orleans would be decisively different: it would be change-oriented, optimistic, and a leader in progressive reform movements. Discourse around post-Katrina New Orleans was focused on making New Orleans "better than before" and becoming a national leader for cutting-edge urban renewal. Conventional histories of the Constitution largely omit Natives. This Article challenges this absence and argues that Indian affairs played a key role in the Constitution's creation, drafting, and ratification. It traces two constitutional narratives about Indians: a Madisonian and a Hamiltonian perspective. Both views arose from the failure of Indian policy under the Articles of Confederation, when explicit national authority could not constrain states, squatters, or Native nations. Nationalists agreed that this failure underscored the need for a stronger federal state, but disagreed about the explanation. Madisonians blamed interference with federal treaties, whereas the Hamiltonians argued the federal military was …

This project provides a comprehensive examination of the strategic, operational and organizational character of the Islamic State in Iraq and the Sham (ISIS). The purpose of the project is two fold: first, to challenge the perception that ISIS and al-Qā’ida are fundamentally “one and the same;” and, second, to offer policy makers a systematic and detailed description of ISIS on its own merits. Drawing on variables pertaining to three dimensions—strategy, operations, and organizational characteristics—and informed by both primary sources and secondary analyses, I investigate the qualitative differences between the two organizations. The war on terror triggered a debate over the treatment of members of Al Qaeda captured by US forces. The central point of the paper is that this debate is merely the most recent iteration of a dialectic constitutive of international humanitarian law. Non-state combatants in warfare have always been the object of conflicting desires. Acoustic signals propagating in the ocean carry information about geometry and environmental parameters within the propagation medium. Accurately retrieving this information leads us to effectively estimate parameters that are of utmost importance in environmental studies, climate monitoring, and defense. This dissertation focuses on the development of sequential Bayesian filtering methods to obtain accurate estimates of instantaneous frequencies using Short Term Fourier Transforms within the acoustic field measured at an array of hydrophones, which can be used in a subsequent step for the estimation of propagation related parameters. Background

In the microbial ecosystem, microbes compete for space and nutrients. Consequently, some have developed the ability to kill or inhibit the growth of other competing microbes by producing antimicrobial substances. As the ‘producer’ species are generally immune to these substances, their compounds act on the competing microbial species and give the producer more space and access to nutrients for growth. Many currently used antibiotics were developed by exploiting this potential of certain microbes.
