With many individuals in the Baby Boomer generation eligible to retire, many open positions will need to be filled by other Baby Boomers, or those from Generation X or Generation Y. Private industry has taken note of this and has been exploring workplace differences between Generation Y, Generation X, and Baby Boomers. Unfortunately for the federal government, data shows Generation Y is also separating; specifically quitting for unknown reasons. Understanding this apparent dichotomy between Generation Y and Generation X and Baby Boomer federal government employees is a current knowledge gap within the federal government's strategic human capital management focus.

This Master’s Thesis examines the ways in which the culturally distinct groups who inhabited the pre-colonial and colonial Southeast approached cross-cultural communication. The extensive and violent entradas led by Spaniards into the Southeastern interior in the 1500s represent a watershed moment in North American history that deeply impacted the economic, social, and geopolitical landscapes of an already well-populated and politically sophisticated region. The subsequent establishment of St. Augustine in 1565 and the arrival of the British in the mid-seventeenth century are similarly seen as pivotal moments in the region’s history that forced many culturally and linguistically dissimilar groups to interact. …

The purpose of this study is to introduce the Strategic Assessment Model (STRATAM), a model designed to assist in the prevention of strategic failure. STRATAM aids firstly in the assessment of a strategy, as well as its crafting and evolution; secondly, it aims to enable and possibly streamline civil-military strategic debates on military operations. It is argued that strategic blunders in many cases result from latent organizational failures on one’s own side. The heart occupies an important place in Sufism and is considered to contain the divine spark that leads to spiritual realization. Fethullah Gülen’s action-oriented Sufi methods described in his book series “The Emerald Hills of the Heart” provides the basis for a heart-based therapeutic intervention through self-journeying, which is the objective of this thesis. This experimental study compares sequential and simultaneous election contests. Consistent with the theory, we find evidence of the “New Hampshire effect” in the sequential contests, i.e., the winner of the first electoral battle wins the overall contest with much higher probability than the loser of the first battle. However, contrary to the theory, sequential contests generate higher expenditure than the simultaneous contests. This is mainly because in the sequential contests losers of the first battle do not decrease their expenditure in the second battle while winners of the first battle increase (instead of decreasing) their expenditure in the second battle. …

In the 1980s, Professor Derrick Bell posited a theory of interest convergence as part of his critical race theory work, arguing that the major strides forward in civil rights law and policy that benefited African Americans in the 1950s and 1960s only occurred because of the perceived benefits of those changes to white elites during that time. In Bell’s view, it was only at the point at which the interests of powerful whites converged with those of marginalized racial minorities that significant changes in civil rights law could occur.

The conventional wisdom prior to the founding was that republics needed to be small. The conventional wisdom today is that James Madison, and the example of the United States, proves this to be mistaken. But what if Madison was actually wrong and Montesquieu was right? In this article, I consider whether the United States has gotten too big for its Constitution, whether this massive size contributes to political dysfunction, and what might be done to remedy the problem if there is indeed a problem. Penetration testing of networks is a process that is overused when demonstrating or evaluating the cyber security posture of an organisation. Most penetration testing is not aligned with the actual intent of the testing, but rather is driven by a management directive of wanting to be seen to be addressing the issue of cyber security. The new heterobimetallic [Mg(II)-Ti(IV)]-\mu-oxoisopropoxide was synthesized on treatment of magnesium acetate with titanium(IV) isopropoxide in refluxing decalin in 1:2 molar ratio and characterized by liberated isopropanol, elemental, spectral (IR, ^1H and ^{13}C NMR, and mass), thermal analysis, and molecular weight data. The reactions of [Mg(II)-Ti(IV)]-\mu-oxoisopropoxide compound with \beta-diketones in different molar ratios (1:1--1:4) yielded mono to tetra derivatives [{MgO_2Ti_2(OPr^i)_{6-n}L_n}] (where n is 1--4 and L = acetylacetonate/benzoylacetonate anion)] of the \mu-oxo complex and were characterized by elemental, liberated isopropanol, and spectral analysis (IR and ^1H and ^{13}C NMR). This document seeks to establish a contemporary record of the nineteenth-century masonry fortifications of the Third System whose continued existence in Southeastern Louisiana is in peril. Designed and implemented in the years following the invasion of Washington, D.C. during the War of 1812 by Napoleon Bonaparte’s chief engineer, Louisiana’s coastal forts represent the pinnacle of European, pre-modern-warfare military architecture. With their obsolescence secured by advances in technology in the mid to late nineteenth century, each was abandoned or decommissioned following the American Civil War. Transition metal oxide nanoparticles contained in fly ash are known to catalyze the formation of polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofurans (PCDD/Fs) during the waste incineration process. The potential catalytic activity of silica-supported NiO, CuO, and NiO-CuO nanoparticles for the formation of PCDD/Fs will be discussed in this dissertation. The successful synthesis of silica-supported NiO, CuO, and NiO-CuO nanoparticles as surrogates of combustion-generated nanoparticles was important to this study. Using cross-national panel data, I investigated relationships among sociopolitical instability, major intrastate conflicts, democracy levels, and media and new information and communication technologies (ICTs) penetration rates and press freedoms. I conducted similar analyses regarding all non-democracies, looking at various types of political instability and media/ICT penetration rates. The results of this research add to democratic, freedom of expression, and political communication theories. These findings bring empirical evidence to help illuminate many of the popular debates surrounding the impact of new ICTs and freedom of expression on popular dissident activities. A conducting polymer nanowire-based chemiresistive sensor array was developed for the liquid-phase multi-analyte detection. The ability to distinguish and quantify multiple chemical species with a single sensory device can be useful in many areas including food industry, pollution control, biosensors, and explosives detection. A polyaniline nanowire is a good candidate for use as a chemiresistive sensing material due to its large resistivity change and ease of synthesis. However the two most important issues in chemiresistive sensors are the reproducibility in sensing and the selectivity in chemical species. In this paper, we present a new simulator called pRediCS for the calculation of electromagnetic scattering and radar cross-section (RCS) from electrically large and complex targets. The simulator utilizes the geometric optics (GO) theory and launching of electromagnetic rays for tracing and calculating the electric field values as the electromagnetic waves bounce around the target. The physical optics (PO) theory is also exploited to calculate the final scattered electric field by calculating the far-field PO integration along the observation direction. The American Legislative Exchange Council, or ALEC, has been championing neoliberal and neoconservative bills relatively unnoticed in statehouses across the country for years. Using the populist frame, I contend that ALEC creates a new subject position for its corporate and legislative members as small business owners and virtuous entrepreneurs. This rhetoric is also on display in Wisconsin, where Governor Scott Walker utilizes populist rhetoric to constitute "the people" as workers.
