Accounting Historians Notebook
The 8th World Congress of Accounting Historians met in Madrid, Spain, July 19-21, 2000, on the social science Campus of the Universidad Carlos III de Madrid. Accounting history as old as humanity itself has been enhanced with new subjects, new fields of interest, and new approaches. However, a variety of interests and new possibilities bring a little confusion and disorder. As a result, it is clear that the 8th World Congress of Accounting Historians is an essential event especially at the end of second millennium. Approximately 200 accounting historians representing 24 countries came to this academic event.

So many things come together so beautifully in The Good European, it is hard
to imagine not being moved by it. I discuss what kind of book this is and, more specifically, try to explain, in some detail, just how this work is able to achieve the remarkably performative effect that it has on the reader — at least on this reader. The History And Politics Of Second Amendment Scholarship: A Primer, Carl T. Bogus

The introductory Article to this Symposium reviews the history and politics of Second Amendment scholarship, beginning in 1960, when the first article endorsing the individual right model was published, challenging what had previously been the accepted view that the Second Amendment grants only a collective right to keep and bear arms within the government-organized militia. Bogus describes how gun rights organizations embarked on a bootstrap campaign to develop a large body of writing supporting the individual right model, much of it by lawyers directly employed by or representing gun rights organizations, and then argued that the sheer mass of this …

There are those who argue that the Second Amendment guarantees an unrestricted individual right to gun ownership. If the original intention of the framers of the Constitution and Bill of Rights is to inform contemporary debates, then we must know more about the historical context in which these documents were written. Originalism is the theory of constitutional interpretation that holds that the meaning of the various provisions of the Constitution was fixed at the moment of their adoption, and that the goal of interpretation is to recover that historical meaning and apply it to current disputes. No subject of current constitutional controversy is more closely tied to originalist theories of interpretation than the debate over the meaning of the Second Amendment. Until the 1800s Indian warriors of the Plains recorded significant heroic events from their adventures and pursuits in pictographs, on hide. Then, during the nineteenth century, these pictographs began to be produced on paper as well. About the same time that paper was coming into use, canvas and muslin became available, and the drawings that had formerly been composed on hide began to appear on these new materials. Computer Science Technical Reports
Wireless networks are an ideal environment for mobile agents, since their mobility allows them to move across an unreliable link to reside on a wired host, next to or closer to the resources that they need to use. Furthermore, client-specific data transformations can be moved across the wireless link and run on a wired gateway server, reducing bandwidth demands. In this paper we examine the tradeoffs faced when deciding whether to use mobile agents in a data-filtering application where numerous wireless clients filter information from a large data stream arriving across the wired network. Military Lessons From Desert One To The Balkans, Ike Skelton
Strategic Forums
This Strategic Forum reviews key U.S. military operations from the failed Iran hostage rescue in 1980 through interventions in Lebanon, Grenada, Panama, the Persian Gulf, and the Balkans to identify enduring lessons for future force development. The U.S. military improved significantly after the post-Vietnam period by learning from both failures and successes across these operations. This paper highlights recurring challenges, including unclear missions, coordination gaps, force protection, and the need for effective joint operations. It also emphasizes the growing complexity of missions, which increasingly include peacekeeping, coalition operations, and nontraditional contingencies. Future effectiveness depends on applying past lessons while preparing …
