Politics inevitably runs in families. Notable among those who have shaped the political landscape of Massachusetts are the Harringtons of the city of Salem.Over the course of five generations, they produced several talented Irish-American politicians who played a major role in state politics and rose to prominent positions of power in the Democratic party. This article centers on the lives and careers of Joseph Harrington and his son Michael, both of whom ran for Congress some twenty-eight years apart. Pressure on traditional notions of US sovereignty are nowhere clearer than in the area of national security. In a number of areas, such as arms control, the Clinton administration has sought to achieve US foreign policy goals through multilateral international institutions. Pursuing national security through international organizations confers certain advantages for US policymakers, such as allowing the United States to act under the aegis of multilateralism, which submerges the prominence of US national interests and allows for the use of collective military resources. Acting through such alliances, however, raises policy and constitutional difficulties that pose problems for US notions of …

The concept of sustainable communities assumes a process of social and/or economic development that has as a high priority, the needs of the future generation. However, models of social and economic development employed in developing countries, must rely heavily on political, social and psychological empowerment techniques being employed at the community level, in order to warrant any type of sustainability becoming apparent. Major Tony Pfaff, a former Assistant Professor of Philosophy at the United States Military Academy, addresses an important source of much of the confusion that currently surrounds many of the Operations Other Than War (OOTW) that the military finds itself participating in with increasing frequency. The author points out that, though the source of this confusion is primarily ethical, it has important operational implications as well. In the Just War Tradition, as well as the Law of War, there has always been a tension between winning and fighting well, and the peacekeeping environment does not change this.
