Maynard J. Toll, Jr. was born February 5, 1942 in Los Angeles, California. He attended public schools in Los Angeles, and then entered Phillips Academy in Andover, Massachusetts. Toll returned to California to attend Stanford University for his undergraduate years, then came back East to the School of Advanced International Studies at The Johns Hopkins University where he obtained his master’s degree and Ph.D. During his time at Johns Hopkins, Toll worked part-time as a speechwriter for Senator Joseph Tydings of Maryland. After completing his graduate work, he taught for three years at the University of Massachusetts at Boston. In …

In contrast to dutifully killing the enemy, a soldier is not supposed to rape a woman, at least in theory. But rapes occur in war. They always have, and often in settings and upon a scale that is difficult to comprehend. Accordingly, rape in times of war has a direct effect upon the society where the conflict takes place. More specifically, it affects women, and this violence against them can have the added, profoundly negative effect of eroding their particular social and environmental conditions. On February 2-3, 2000, the U.S. Army War College, the Triangle Institute for Security Studies, and the Duke University Center for Law, Ethics, and National Security co-sponsored a conference in Chapel Hill, North Carolina. The conference examined transnational threats, including terrorism involving weapons of mass destruction, cyber threats to the national infrastructure, and international organized crime. The goal was to evaluate the seriousness of such threats and discuss strategies for dealing with them. In particular, the conference sought to address the question of how military and law enforcement could blend their strategies to better counter transnational threats. A secondary purpose …

The author argues that the security situation of the Baltic countries cannot be separated from the way the Balts themselves speak of security. This is a discourse of danger producing insecurity in pursuit of security. Moreover, this article is a study of identity by demonstrating how Baltic security issues are constituted by discourses of danger revolving around Russian Otherness and European Sameness. In conclusion, the following aspects are addressed: the prospects for the coming together of East and West in the Baltic Sea Region – and NATO’s role in this process – and whether this process will come to ease …

Over the last decade the United States has been confronted with not just the collapse of the Soviet empire but also with revolutionary scientific breakthroughs, the transformation of the global economy, and the erosion of many of the basic premises of the Westphalian system of international order. The U.S. policy community has attempted to make sense of these and other changes by recourse to bodies such as the National Defense Panel and the U.S. Commission on National Security/21st Century (USNCS/21). Collaborative Agent Design (CAD) Research Center

The Integrated Marine Multi-Agent Command and Control System (IMMACCS) is a multi-agent, distributed software system, designed to provide a Common Tactical Picture (CTP) with integrated and meaningful decision-support facilities to authorized operators at any access node. IMMACCS has been implemented as a three-tier architecture that distinguishes between information, logic and presentation. It utilizes an object-serving communication facility with subscription and multi-casting capabilities that is based on the Common Object Request Broker Architecture (CORBA).
