This study examines the influence of managerial attitudes and dynamic capabilities on e-marketing adoption among Small and Medium Tourism Enterprises (SMTEs) in Zanzibar. Grounded in the Decomposed Theory of Planned Behaviour (DTPB) and Dynamic Capabilities Theory (DCT), the study tests the effects of perceived ease of use, perceived usefulness, compatibility, and perceived security on e-marketing adoption, with dynamic capabilities examined as a moderating factor. Data were collected from 216 SMTEs operating in the Urban and South Regions of Zanzibar and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). Health and sickness were major concerns for the Eastern Pequot community in the first half of the 19th century. At this time, the Eastern Pequot’s collective finances were controlled by a court-appointed overseer who rented reservation land to non-Pequot individuals and used the generated funds to purchase goods and services for those on the reservation. Atkins, a native of the Boston area and member of a well-known Brahmin family, was the largest and most powerful American property owner in Cuba at the turn of the twentieth century, overseeing a massive sugar plantation called Soledad in the southern port city of Cienfuegos. Atkins’ ownership of Soledad coincided with massive changes in Cuba’s colonial system of government, concluding with the Cuban War of Independence (1895–1898) and the War of 1898, which saw the United States defeat Spain, gain control of Cuba, and install a military government on the island. This article presents a novel approach by developing a lex specialis due diligence framework based on the elements identified in the ICJ Advisory Opinion on Climate Change, which by analogy, establishes sector-specific elements to protect healthcare facilities from cyberattacks by Non-State Actors (NSAs). Cyberattacks by NSAs during the COVID-19 pandemic exposed the risks, including the disruption of essential healthcare services and hindrance of positive obligations to ensure the rights to health, life, and privacy, among others. This article helps military lawyers work with allies.  By comparing the Law of Armed Conflict (LOAC) Manuals printed by the United States, the United Kingdom, France, Germany, and Australia, this article identifies consequential differences in the interpretation of LOAC between these five countries.  The article discusses four such differences: definitions of foundational principles, incursion into a neutral or nonparticipating State during a conflict, the role of doubt in making targeting decisions, and the degree of protection accorded to the environment from the effects of attacks.  While these differences point to possible challenges for cooperation between the United States and its …

The US Army War College Quarterly: Parameters

The third year of the Russia-Ukraine War was marked by inconclusive counterattacks and minimal territorial gains despite a loss of life and materiel, mostly on the Russian side, greater than any witnessed in Europe since World War II. The most important lessons for US forces from this year of the war are the impact and promise of emerging, multi-use technology on war-fighting functions and domains. Perhaps most notably, each year of this war has further reinforced principles of mission command, either by their observance or omission.

The research employs an eco-cognitive framework, synthesizing John Boyd’s evolutionary theories with modern cognitive science and risk management principles. This analysis offers policy and military practitioners a crucial blueprint for designing command structures that preserve human judgment and mitigate risk.

The US Army War College oral comprehensive examination serves as the institution’s capstone, measuring its senior officers’ strategic thinking. In early 2026, three faculty panels applied that standard to four leading commercial artificial intelligence (AI) systems: ChatGPT, Gemini, Claude, and Grok. Prompted without core curriculum materials, all four models passed. Unlike static benchmarks, the examination’s impromptu dialogue format revealed meaningful performance differences that were invisible in general-purpose evaluations, with one model performing at a statistically significant advantage. This article argues that the United States faces an institutional, not technological, adaptation gap in military artificial intelligence (AI). Constraints drive adversaries toward optimization choices that generate greater operational lethality than abundance-driven Western procurement allows. Departing from algorithmic or budget-centric commentary, it compares three procurement architectures (compliance-optimized, battlefield-validated, and systematically extractive) and treats Ukraine as a distinct wartime adoption system rather than a fourth model. Using Russian ZALA Lancet loitering munition strike data, Chinese-language doctrine on dissipative warfare, and US and NATO acquisition documentation, the analysis offers acquisition executives and combatant commanders five reforms achievable within existing authorities.

This article argues that intellectual interoperability—the cognitive and conceptual alignment necessary for multinational partners to coordinate decision making effectively—is a critical, yet undervalued, dimension of security cooperation. While considerable scholarship already explores technical and procedural interoperability, this piece examines its human dimensions and demonstrates their significance through an evidence-based analysis of gaps observed in Afghanistan (2001–21). Drawing on policy documents, doctrine, scholarly literature, and one author’s firsthand experience as a Ministry of Defense adviser in Afghanistan, this article offers military and policy practitioners three actionable lessons for building security partnerships resilient enough to withstand strategic pressure.
