A Snapshot Of Individuals And Families Accessing Boston's Emergency Homeless Shelters, 1997, Donna Friedman, Michelle Hayes, John Mcgah, Anthony Roman

This document summarizes key findings from a survey conducted on March 19, 1997 with 338 homeless individuals and 94 families sheltered or served by 33 of 40 shelter programs in the City of Boston. The data presented in this report were collected at one point in time. Point in time data results in an overrepresentation of the "longer term" homeless, and offers limited insight regarding the structural dynamics underlying movement from homelessness to residential stability (Culhane, Lee, Wachter, 1996; White, 1996). The Cost Of Caring: Childhood Disability And Poor Families, Marcia K. Meyers, Anna Lukemeyer, Timothy M. Smeeding

Children in poor families are at heightened risk for disabilities and chronic health problems, and care for these children can impose substantial costs on families and public programs. Although the prevalence and costs of disabilities among poor children have important policy implications, they have been largely overlooked in research on poverty and welfare and on the costs of childhood disabilities. This paper analyzes the prevalence of childhood disabilities and chronic illness among welfare recipient families in California and the probability families caring for these children experience higher out-of-pocket costs and material hardship then do other similar families.

Do Pacific Islanders In The United States Hold “Good” Jobs?, Dennis A. Ahlburg

Pacific Studies

In the 1980s, the quality of the jobs held by Pacific Islander householders generally improved, while job quality declined for the average American householder. The factors that improved the economic position of a Pacific Islander household--education, work experience, and good English language skills-- were the same as those that improved the position of other households in the United States. Over the decade, Pacific Islander householders generally acquired more of these productive attributes, which helped them to find employment, get access to better jobs, and increase their earnings.

The fact that people are living longer has heightened awareness of the elderly and many of their special needs. Due to this trend, experts have begun to more closely investigate caloric and nutrient needs of the elderly as well as factors that may alter dietary intake. Forty-two older persons in Lincoln County, West Virginia agreed to participate in research designed to explore the relationship between dietary intake and food availability among rural, community-based elderly. Participants completed a 38 item telephone questionnaire which provided information on demographics, grocery shopping habits, and dietary intakes. In this commentary, the author first looks at some ethical reasoning supporting physician-assisted dying. Second, he examines some of the lines that have been drawn between withdrawing and withholding life-sustaining treatment on the one hand, and physician-assisted dying on the other. Finally, he relates both of these matters to constitutional reasoning, beginning with Cruzan and ending with the cases before the Supreme Court at the time of the article's publication.

The dissertation focuses on the legal and institutional framework governing inland water transport (hereinafier referred to as IWT) on Lake Victoria based on a historical, geopolitical and economic perspective. It encompasses the inadequacies manifested in said framework. Reference is made to relevant national and regional policies. Diverse issues are addressed. Economics is a science of choice, of unlimited wants chasing scarce resources. In choosing the resources, human-beings leave a mark on the environment - depleting it, degrading it and, sometimes, destroying it. The destruction is manifest in the tropical coastal waters where some of the world’s richest ecosystems, characterised by extensive coral reefs and dense mangrove forests, exist. The purpose of this study was to describe the prevalence of decayed, missing and filled teeth and periodontal disease among male, non-camp, nonpsychiatric inmates in the Michigan Department of Corrections (MDOC) and to assess the impact of age, race, security level, and years of incarceration on these parameters of oral health. Additionally, this study was designed to determine the emergent, urgent or routine dental treatment needs of this same population and to compare the ability of the existing Michigan Department of Corrections dental program to meet these needs. This historical-descriptive study examined Southern Appalachian settlement schools as early initiators of integrated health and social services with education from the 1900s through the 1970s. Three schools were studied: Hindman Settlement School (KY), Pine Mountain Settlement School (KY) and Crossnore School, Inc. (NC). The purpose of the study was to determine the type and extent of services provided, the relationship of the settlement schools with their respective county public school system, and the transfer, if any, of integrated services from the settlement schools to public schools as the public schools took over educational responsibilities once offered by the settlement schools. …

Work, Welfare, And The Burden Of Disability: Caring For Special Needs Of Children In Poor Families, Marcia K. Meyers, Anna Lukemeyer, Timothy M. Smeeding

This paper addresses issues which arise at the juncture of welfare and disability policies. Using preliminary data from a recent survey of current and recent AFDC recipients in California, we find that disabilities and chronic health problems affect the mothers or children in 43 percent of all households in the AFDC system. The presence of one or more children with disabilities or chronic illnesses is found to have an impact on the economic well-being of families, with increased levels of direct hardship reported by families caring for one or more severely impaired children. The shift toward cost containment in health policy over the past decade has had negative consequences for the most vulnerable populations in the country, namely, ethnic minorities, the poor, and the uninsured. The Puerto Rican population is significantly affected by this shift, yet little is known of their health care usage. This study investigates the extent to which Puerto Ricans' health care use is determined by the relationship between predisposing variables, enabling variables, need, and other contextual variables and probes the implications of the findings for health policy. This article reviews various interpretations of academic literacy that are being applied to science education, their limitations in terms of Latino students, and the case study experiences of three Latino students majoring in science. The author examines the ways in which factors he has identified in his experiences and research as crucial can be integrated to improve academic literacy programs. Growing dissatisfaction with conventional social policy approaches, as embodied in the residual and institutional models, has fostered a search for new ideas. The developmental social policy model offers a viable alternative but it is relatively unknown in the industrial nations. Drawing on the experience of Third World countries, this paper describes the developmental model and examines its implications for social policy in the West.

Youth gangs infiltrated Portland's illegal drug trade in the early 1980s. By the mid-1980s, entire neighborhoods in some parts of the city were affected. Residents expressed fear that their children would be drawn into gangs. Violence between rival gangs was frightening. Citizens, law enforcement and social services personnel organized to defend themselves and adjust programs to manage the problem. City officials denied a problem existed until a gang style shooting death forced recognition. The shooting death was catalytic in that it launched an effort to respond with a continuum of services.
