This dissertation synthesizes a conceptual plan for the provision of reception facilities to improve marine environmental protection in the Philippines. The study is premised on the perception that the various pollution control measures formulated by the Philippine Coast Guard, which are mandated to address ship source pollution, are not being implemented due to the absence or severe inadequacy of the needed reception facilities in ports. The extent of maritime activities is presented while the various legislation, rules and regulations adopted by the Government concerning marine environmental protection in general, and the provision of reception facilities in particular, are examined. What do we want Nebraska's communities, educational institutions, and programs of study to look like in the year 2020? What is the ideal vision of food systems and food systems education in Nebraska for the twenty-first century? In 1994, with the support of the W. K. Kellogg Foundation and with leadership from the University of Nebraska, we initiated a process in Nebraska to discover our individual and collective dreams and aspirations for the future.

The fact that national health care reform in the United States has been stalled is not reason for resign. More than ever, one has to design and implement creative options to achieve satisfactory health service at low costs. The political turnover in Congress shifts more responsibility to local governments. This means less funding and less willingness by the national government to be held accountable for health and social services. On the other hand, this situation may carry opportunity to impact social policies on a local level.

Human genomic information is invested with enormous power in a scientifically motivated society. Genomic information has the capacity to produce a great deal of good for society. It can help identify and understand the etiology and pathophysiology of disease. In so doing, medicine and science can expand the ability to prevent and ameliorate human malady through genetic testing, treatment, and reproductive counseling.

This edition of Quality/Calidad/Qualité reports on the Marie Stopes Sierra Leone (MSSL) organization which pursues its goals with compassion and ambition, despite seemingly insurmountable economic hardships. MSSL has established a service model that many programs in richer countries should try to imitate. Tuberculosis And The Power Of The State: Toward The Development Of Rational Standards For The Review Of Compulsory Public Health Powers, Lawrence O. Gostin

This article uses tuberculosis as the paradigm for exploring rational standards for the exercise of compulsory public health powers. Extant doctrine in disability and constitutional law provides a lens for examining judicial review of state interventions. The author first sets out the central epidemiological and biological aspects of tuberculosis to demonstrate the strength of the governmental interest in curtailing the epidemic. Second, he examines the interventions of testing, screening, and confinement of persons with tuberculosis, where he focuses on two congregate settings--correctional and health care facilities--that present substantial health risks and are principal foci for the exercise of state intervention. …

Thoughtful scholarship in the area of informational privacy sometimes assumes that a significant level of privacy can coexist with the development of a modern health information infrastructure. Some commentators suggest that we can have it both ways: that adequate legal protection of informational privacy will eliminate the need to significantly limit the collection of health data. This article demonstrates that there is no such easy resolution of the conflict between the need for information and the need for privacy. Because significant levels of privacy cannot realistically be achieved within the health information infrastructure currently envisaged by policymakers, we confront a …

Parent Involvement In Urban Schools: The View From The Front Of The Classroom, Frances Gamer, Kathleen Mccarthy Mastaby

American educational reform movements focus on efforts to restructure our schools to include all interested parties, especially parents, in the decision-making process. Nowhere is involvement more crucial than in America's inner-city urban neighborhoods. As parents are given a greater voice in their child's school, educators must join them as collaborators. This article identifies elements that impeded parental involvement and recognizes positive and encouraging techniques leading toward successful family-school-community partnerships. An alliance between groups too long seen as opponents rather than proponents must be established.

Service Learning: The Promise And The Risk, Alice L. Halsted, Joan C. Schine

Service learning, the pairing of meaningful work in the community and structured reflection, has the potential to transform schools. It provides opportunities for young people to test new roles, develop skills, apply academic learning in a "real world" setting, and move toward responsible citizenship. Service learning can reinvigorate traditional classrooms and turn passive students into dynamic and engaged learners. However, unless it is implemented with care, with a solid rationale and clearly articulated learning and service goals, service learning will fail to realize this potential. Militarywide Survey Of Whole-Grain Food Products And Total Dietary Fiber Analysis Of The Military Ration, John Paul Warber

Numerous scientific bodies have made the recommendation to increase consumption of whole-grain breads and cereals. This study used a telephone survey to assess the availability of whole-grain foods in a random selection of 109 military installations and 30 military hospitals. Surveyed installations represent over 70% of the active duty military population assigned in the continental United States.
Military food service specialists were asked questions regarding the availability of the following whole-grain products: bread, rolls, buns, flour, pancake mix, brown rice, and ready-to-eat cereals (RTE). They were then asked to read the product ingredient list to validate their perceptions. Perceived availability …

The purpose of this study is twofold. The first part of the study is an analysis of the waste stream from a sample of seven Portland Public Schools. The second part of the study provides recommendations· for waste reduction, recycling opportunities and potential cost savings for the district. In order to receive the greatest benefits from waste reduction, it will be important to tie in recycling education with facilities management.

The Determinants Of Women's Work: A Case Study From Three Urban Low-Income Communities In Amman, Jordan, Taghrid Khuri Tubbeh

This study addresses the determinants of women's economic activity in three low income communities in Amman, the capital of Jordan. These communities represent what is typically referred to as "pockets of urban poverty." Besides addressing the demographic and socio-economic variables, the study identifies and includes cultural variables in a model of female labor force participation. Modern economic systems developed definitions and measurements of productivity that render the majority of women's work as non-productive. Activities within the domestic sphere that do not earn monetary returns are not measured as productive economic activities, and hence are dropped from the calculations of gross …

The author first analyzes why the prevention of illness and promotion of health provide the leading justification for the government to act for the welfare of the population. His analysis focuses principally on the foundational importance of health for human happiness, the exercise of rights and privileges, and the formation of family and social relationships. He explains why health care, although critically important; is not the only, nor even the most important, determinant of health. Most morbidity and mortality in the United States is attributable to environmental conditions, pathogens, and human behavior, which are all more responsive to population-based interventions …

"Creating Community Through Urban Gardening" represents the commitment of four individuals to assist the Oregon Food Bank (OFB) in its efforts to meet the food needs of the people of Oregon. The project was specifically designed to assist OFB in achieving its strategic goals which seek to "triple the amount of quality food acquired and made available to disadvantaged people" and to "impact the conditions underlying hunger and to promote the empowerment of disadvantaged people to achieve economic independence." The purpose of this study was to identify the areas of responsibility that were perceived by worksite health promotion directors as most important to the success of their organization's health promotion program. A survey instrument was designed and mailed to 111 health promotion directors in the state of Iowa, Minnesota, and Wisconsin that were 1992 members of the Association of Fitness in Business (AFB). Subjects were asked to rate the importance that 27 responsibilities associated with four areas of competence receive within their organization. The results are based on the responses of 23 (20.72%) of these directors. Females represented 7 …
