In 1991, the American General Insurance Corporation desired to create a $2.5 billion ``ecotourism'' resort in Willacy County, Texas. Unfortunately, the land the Corporation owned was located within the Coastal Barrier Resource System which does not allow federal flood insurance for any construction in the area due to it's proximity to ``Hurricane Alley''. American General's plan to build hinged on a three-pronged attack at the federal, state, and county levels. At the federal level, AG was shut out except for some minor concessions. Given that much of the conversation about distance education is filled with myth and marketing hype, I decided what we could best contribute to the conversation would be the facts. Growing consensus on the accelerated greenhouse effect indicates that potential increases in both sea levels and tropical storms will pose problems for atoll states, especially Tuvalu. Land areas and water supplies may be threatened by coastal erosion, depleting agricultural and fisheries potential. Tuvalu’s economy is limited and partly reliant on aid and remittances whose sustainability is uncertain. More than a third of the population now lives in overcrowded conditions in the urban center of Funafuti. Population growth has accelerated since independence, despite attempts to implement a population policy, while opportunities for temporary or permanent emigration have not increased. Nationally, as well as locally, the emphasis in public assistance is to assist clients in becoming job ready. To this end, Oregon received waivers necessary to implement an innovative welfare reform effort, JOBS Plus Program (JPP), in 1994. The JPP provided subsidized employment for welfare recipients through the cashing out of public assistance benefits and Food Stamp monies. Employers were required to provide an on-site mentor for subsidized employees as a condition of agreement to participate in the Program.

Mentoring has been shown to positively impact employee overall job satisfaction, tenure, salary and promotion. While mentoring has been seen traditionally …

The 1997 NASIS included questions that addressed four broad areas of public input:
• Perceptions of higher education institutions and educational needs

• Awareness and perceptions of University of Nebraska Cooperative Extension and its programs

Egypt holds a unique place among developing countries due to its longstanding commitment to gather information on the numbers and well-being of its population. But until now, there has never been a systematic effort to gather data on the group of young Egyptians poised between childhood and adulthood—its adolescents. Today, Egypt has the largest cohort of adolescents in its history, more than 13 million boys and girls between the ages of 10 and 19 according to its 1996 census. This study reports on provisions relating to childhood lead poisoning prevention services in Medicaid managed care contract documents (service agreements and requests for proposals, RFPS). The provisions were extracted from the managed care contracts data base of the Center for Health Policy Research of the George Washington University Medical Center. The data base was constructed and is updated as part of the Center's ongoing analytic studies.' As with other Center studies of the contract documents, this is a descriptive study of how state Medicaid agencies addressed a series of contracting issues at a specific point in time.* In brief, we …

The end of the Cold War era has opened a Pandora's Box of environmental concerns that, heretofore, took a back seat to superpower struggles. Today, conflict is no longer played out within a Cold War conceptual framework. Imperfect, and at times, inconsistent as the Cold War framework was, it nevertheless provided decision makers with a recipe for action--or inaction. Since conflict is no longer structured within this framework, the two former superpowers --the United States and Russia--no longer possess clear yardsticks for action. The 1994 International Conference on Population and Development in Cairo was a watershed moment in the definition of population policies. The meeting put an end to the unproductive debate on which is more instrumental in achieving voluntary fertility decline: providing family planning (FP) services or improving social and economic development. The answer was that both are essential. The Cairo meeting also defined the most desirable services and the kind of development that was most empowering, particularly with respect to achieving reproductive choice. The purpose of this study was to investigate two underlying questions related to welfare reform and its impact on participants in the Cumberland Plateau Region: (1) What are the training and other noneducational needs of the participants in the VIEW program? and (2) What is the projected success of the impact of the training on the lives of the participants? The research study included 47 interviews with four distinct groups of individuals--VIEW participants, case managers, administrators, and trainers. Three focus group interviews were conducted with individuals who were participants in the VIEW program or professionals actively involved in the administration …

There is an increasing amount of man-made debris that litterthe world's oceans and coastal waters, and associated problems which this brings. This debris consists mostly of persistent materials such as plastics, metal. glass and rubber. This dissertation provides an insight into problems and threats associated with plastic garbage. 'Apart from its persistence in the environment, plastics float for years and are concentrated into specific location by ocean currents causing permanent and irreversible damage to the marine ecosystem.
