The goal of this intelligent transportation systems work is to develop a computer vision method that is view angle independent for segmenting and classifying vehicular traffic on highway systems. In order to achieve this goal, this work implements an algorithm for vehicle segmentation, feature extraction, and classification using the existing Virginia Department of Transportation (VDOT) infrastructure on networked traffic cameras. The VDOT traffic video is analyzed for vehicle detection and segmentation using an adaptive Gaussian mixture model algorithm. Speed estimation is performed using a single camera calibration. Diesel use on farms in the United States has remained relatively constant since 1985, decreasing slightly in 2009, which may be attributed to price increases and the economic recession. During this time, the United States’ harvested area also has remained relatively constant at roughly 300 million acres. In 2010, farm diesel use was 5.4% of the total United States diesel use. Crops accounting for an estimated 65% of United States farm diesel use include corn, soybean, wheat, hay, and alfalfa, respectively, based on harvested crop area and a recent analysis of estimated fuel use by crop. This report documents an analysis of traffic crash data in Kentucky for the years of 2009 through 2013. A primary objective of this study was to determine average crash statistics for Kentucky highways. Rates were calculated for various types of highways and for counties and cities. Difference criteria were used for exposure.
Average and critical numbers and rates of crashes were calculated for various types of high ways in rural and urban areas. This project involved an evaluation of the codes which relate to roadway contributing factors. This included a review of relevant codes used in other states. Crashes with related codes were summarized and analyzed. A sample of crash sites was inspected to evaluate the accuracy and consistency of the data being evaluated.
The results of the study are recommendations for a coding format to enable accurate and consistent data concerning the roadway as it affected the crash as well as examples of areas of training to improve the accuracy and consistency of the data.

Long popular in northern Europe, protected bike lanes, also known as "cycle tracks" or "separated bike lanes," are seeing increased interest in the United States. One of the primary benefits of protected bike lanes is that they may provide a higher level of comfort than a standard bike lane that is only delineated by an inches-wide painted stripe. In 2012 it was discovered that roughly 4 miles of interstate median barrier along Interstate 540 had rapidly deteriorated. After the initial inspection, a sample was submitted for analysis, and found to contain evidence of alkali-silica reaction (ASR). A research program was implemented with the goal of determining the cause of ASR and developing a program for mitigating the ongoing deterioration. The median barrier had not deteriorated equally throughout the 4 miles, and the level of damage varied considerable throughout the length. Multiple Reference Impact Testing (MRIT) is a form of Experimental Modal Analysis (EMA) that can be used to identify the dynamic properties of full-scale bridges. These dynamic properties include natural frequencies, mode shapes, damping ratios, modal scaling and modal flexibility. Since these system properties that are directly related to the mass and stiffness characteristics of a structure, impact test measurements can be used to quantitatively characterize condition of a structure. The role of walking in the development of healthy, livable communities is being increasingly recognized. In urban areas, intersections represent locations where different modes converge, and are often viewed as deterrents to walking. This is due to the unwarranted and often unnecessary delays imposed by signal timing policies for pedestrians and increased potential for conflicts. A socketed foundation was designed and evaluated for use with the Midwest Weak Post (MWP), Version 1. Dynamic component testing was conducted on five different design configurations with varying embedment depths, steel reinforcement, and soil conditions. The low strength of the MWPs limited the force transferred into the foundations and prevented damage in the form of concrete cracking or fracture. Additionally, the lateral movements of the socketed foundations were all within the 1-in. (25-mm) limit established to ensure reuse of the foundations without resetting. Several agencies in the Kentucky Transportation Cabinet make use of data collected by weigh-in-motion (WIM) scales throughout the state. These scales are used to collect traffic counts, weigh vehicles, weigh individual axles, determine vehicle length, classify vehicles, and determine speed. The data is primarily used for planning, law enforcement related to commercial vehicles, and pavement design. This study details the applications of WIM data, and reviews existing literature on how WIM data is used and shared.
