Although conventional experimental methods, such as quasi-static testing, shake table testing, etc., perform well to evaluate structural seismic performance necessary for modern seismic design, the quasi-static loading and/or reduced scale specimen used in shake table testing may not provide true dynamic responses of structural systems. To overcome these limitations, real-time hybrid simulation (RTHS) was developed, which is a combination of physical testing of the experimental substructure and analytical simulation of the numerical substructure. An Empirical Analysis Of Air Force Military Construction Project Delivery Method Performance In The United States, Erich C. Kramer

The objective of this study is to investigate the performance of the design-bid-build and design-build project delivery methods in Air Force military construction (MILCON). Project delivery performance is measured through quantitative cost, schedule, and change order metrics for 264 design-bid-build and 316 design-build MILCON projects from 2003-2014. The average response measures were statistically compared within each delivery method using three independent variables: time, facility type, and major command (MAJCOM). The historical analysis revealed that the current working estimate programmed amount ratios improved over time for design-build projects, and an overall consistency in schedule growth and project duration performance occurred across …

The Department of Defense is planning over $552M in military construction on Eielson Air Force Base within the next three fiscal years. Although many studies have been conducted on permafrost and climate change, the future of our climate as well as any impacts on permafrost soils, remains unclear. This research focused on future climate predictions to determine likely scenarios for the United States Air Force’s Strategic Planners to consider. The objective of this research is to determine potential cost savings associated with Air Force unaccompanied housing divestiture. This research uses Air Education and Training Command (AETC) installations as the data sample for the analysis, and will analyze the status quo, privatization, and identical FSRM options. With 16% of Air Force unaccompanied housing currently rated at various levels of inadequacy and the PRV for the inadequate housing at $2,315,773,149.00, the costs associated with renovating the inadequate unaccompanied housing is substantial. Until recently portable traffic signals, which are mounted on towable trailer supports, were not allowed in Indiana. However, portable signals have many advantages over fixed temporary signals, so the Indiana Manual on Uniform Traffic Control Devices was revised to allow them, and specifications for their use are now in place. This presentation provides an overview of portable signals, including INDOT’s current design and specification requirements for these devices.

This paper is an analysis of the costs and benefits of estimating at different union labor rates, based on the location of the project and which jurisdiction the project falls in. The basis of the research is a case study of a Bay Area mechanical contractor (Contractor X) which previously estimated at a single labor rate, and recently developed variable estimating. The use of photovoltaic panels in construction is rapidly growing all around the world. This paper summarizes the findings of a student-based project in Belize that was installed December 2016. The San Pedro Roman Catholic Primary School is the largest school on the island of Ambergris Caye, Belize with over 700 students in 22 classrooms ranging from Kindergarten to 8th grade. Although the school has power supplied from the local electrical utility, power outages occur frequently and the cost of electricity is considerable.

Research has suggested that conventional lightweight concrete can offer durability advantages due to reduced cracking tendency. Although a number of publications exist providing the results of laboratory-based studies on the durability performance of lightweight concrete (with lightweight coarse aggregate) and internally cured concrete (using prewetted lightweight fine aggregate), far fewer field studies of durability performance of conventional lightweight concrete bridge decks in service have been performed. The AEI Student Competition is an annual event that pushes students in the disciplines of engineering and construction management to collaborate and demonstrate creative solutions to the challenges presented. This year, the competition is focused on the new Texas Tech Sports Performance Sports Facility located in Lubbock, Texas, where they tore down the existing building and are in the process of completing the new facility.
