As the costs of Department of Defense (DoD) Weapon Systems increase, the ability to estimate the Operating and Support (O&S) costs accurately for the various weapon systems has become vital to long-term affordability. This research focuses on the O&S costs of the Air Force fixed-wing arsenal (i.e., platforms) for 1996–2016. First, the Cost Element Structure (CES) for 52 aircraft platforms and seven operational mission categories is analyzed to derive the descriptive statistics per aircraft category through examination of actual historical costs. Military flight training is a long and costly process. Ensuring that the training aircraft are ready for flight is critical in processing pilots through training courses on schedule. Maintaining a high mission capable rate for training aircraft requires scheduled periodic maintenance and maintenance between sorties. This research sought to establish and utilize relationships between environmental variable inputs and airport efficiency estimates by data mining archived weather and airport performance data at ten geographically and climatologically different airports. Several meaningful relationships were discovered using various statistical modeling methods within an overarching data mining protocol and the developed models were tested using historical data. Additionally, a selected model was deployed using real-time predictive weather information to estimate airport efficiency as a demonstration of potential operational usefulness.

All pilots are required to calculate aircraft performance parameters prior to flight. This includes takeoff and landing distances. Traditionally, pilots in training have planned for takeoff and landing performance using paper charts provided by the manufacturer. However, professional pilots use devices such as Flight Management Systems (FMS), Electronic Flight Bag (EFB) applications, or on-board performance computers (OPC) to make such calculations. Understanding the perceived value of frequent flyer program benefits is crucial for commercial operations of airlines. This study aimed to investigate if travelers value various benefits provided by airlines and if such valuation correlates with certain characteristics of travelers. Through a scenario-based questionnaire it was confirmed that travelers do value extra and premium benefits offered by airlines, and such valuation increases along with the distance of route. This research used an adapted version of the extended Unified Theory of Acceptance and Use of Technology (UTAUT2) to examine electronic flight bag (EFB) acceptance and adoption for general aviation (GA) pilots. EFBs are a common tool in almost all types of aviation and feature many useful capabilities such as the ability to display traffic, weather, and aviation charts. Purpose: Recent legislation resulted in an elevation of operating and support (O&S) costs’ relative importance for decision-making in Department of Defense programs. However, a lack of research in O&S hinders a cost analyst’s abilities to provide accurate sustainment estimates. Thus, the purpose of this paper is to investigate when Air Force aircraft O&S costs stabilize and to what degree. Next, a parametric O&S model is developed to predict median O&S costs for use as a new tool for cost analyst practitioners.

Airport profitability is fundamental for all airports around the world. To this effect, this study examines factors affecting airport profitability such as the number of passengers, the number of landings and take-offs, cargo (lbs), airport debt, the size of the airport, and the terminal utilization. Most of the large and medium hub airports in the U.S are considered in this study, and regression analysis is used to analyze the data.

Extensive research on the impact of shipping and packaging errors in the private sector finds numerous negative outcomes, including reduced customer satisfaction, reduced customer loyalty, and lower profitability. However, little research has been done examining the impact of order fulfillment errors on military operations. The purpose of this research is to quantify the impact of supply discrepancy reports (SDRs) on military aircraft readiness metrics, including cannibalizations, not mission capable supply (NMCS) hours, aircraft availability and MICAP hours. Modernizing airfield damage assessment has long been a priority mission at the Air Force Civil Engineer Center (AFCEC). Previously, AFCEC has made advances to expedite unexploded ordnance (UXO) neutralization and pavement repair. Missing from these initiatives is the initial assessment component. This thesis expands the idea of using Small Unmanned Aerial Systems (SUAS), applies it to the Air Force mission, and provides SUAS vehicle configuration and sensor recommendations.
