This Spotlight features a conversation with Professor Martha Gonzalez, a Chicana artivista (artist/activist) musician, feminist music theorist, and Associate Professor and Chair of the Intercollegiate Department of Chicana/o Latina/o Studies (CLS) at Scripps/Claremont College. The conversation draws from Prof. Gonzalez’s background as a Chicana, and the  Chicanxs, Mexicanxs, Latinxs, and Indigenous communities in Mexico and Los Angeles that have shaped her work. She shares her practice in teaching and engaging with collective songwriting, her critique of western paradigms, and explorations of boundary crossing that music facilitates as part of championing the hope and flourishing that comes from within communities and …

The Future Of Dual Immersion In California: Analyzing California’S Global 2030 Goals, Jonathan Tejeda, Kamila Campos, Robert Emmans

School of Public Policy Capstones

California's Global 2030 initiative set an ambitious target: half of all K-12 students to achieve bilingual proficiency by 2030. This qualitative study examines whether Dual Language programs (DLPs) in California's major metropolitan areas are positioned to meet that goal. Drawing on ten semi-structured expert interviews with researchers, administrators, teachers, and nonprofit advocates, the study identifies four central challenges: inadequate student preparedness, chronic underfunding, insufficient teacher training, and a failure to connect students to their cultural heritage. The findings reveal that California lacks the infrastructure, data systems, and financial commitment necessary to achieve the 2030 goals. The authors recommend establishing a …

This study explores how U.S.-born Hispanics and Latinos define their identity within a rapidly growing and increasingly diverse demographic group. As the Hispanic population expands, traditional labels such as Hispanic and Latino often fall short of capturing the community’s cultural, linguistic, and generational complexity. With most growth now coming from U.S.-born generations, identity is shaped by a blend of American influences and heritage traditions, making it more fluid and context-dependent. Guided by Social Identity Theory and Hofstede’s cultural dimensions, this research uses focus groups with Gen Z participants to examine how they describe themselves, what characteristics they associate with being …

On January 28, 1918, in West Texas, the small village of Porvenir - now a ghost town - was the site of a deadly and unjustified act of violence. In the early morning hours, a group of Texas Rangers an U.S Army soliders killed 15 Mexican American men and boys. Prior to their deaths, the victims were disarmed and detained without legal justification and were executed without due process or the opportunity to defend themselves against unsubstantiated accusations.

Temporary Protected Status (TPS) is one of the best expressions of U.S. humanitarian protection and relief. It recognizes a basic truth: people should not be deported to danger.

May this report help build a stronger Commonwealth for all by advancing more thoughtful policymaking and stronger interventions that recognize the deep connections among immigration, community, and economic life.
