A Financial Impact Assessment Of Ld 1725: Stream Crossings Presentation, New England Environmental Finance Center

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

Adding Activated Carbon to Sediments Has Been Shown to Be an Effective Means of Reducing the Bioavailability of Certain Contaminants. the Current State of the Practice is to Mechanically Mix Activated Carbon to a Target Concentration of 3 Percent at Depths of Approximately 30 Cm using a Rotovator or Similar Construction Equipment. Waterjets Have Been Used to Cut Hard Material using a Mixture of Water and an Abrasive. Many of the vaults in English Gothic cathedrals and churches are catechisms of cosmologies and celestial vaults. The tierceron and lierne ribs at Lincoln Cathedral, for example, and later lierne and net vaults at Bristol Cathedral and St. Mary Redcliffe, for example, display the geometries that can be found in medieval cosmologies such as the De Luce and De Lineis, Angulis et Figuris of Robert Grosseteste in the thirteenth century. A core idea in the architectural theory of Leon Battista Alberti, as expressed in the De re aedificatoria, is the distinction between “lineament,” the line in the mind of the architect, and “matter,” the material presence of the building. This distinction plays a key role in architectural design throughout the history of Western architecture. In 1914, the passionate young architect Bruno Taut (1880-1938) and the bohemian poet Paul Scheerbart (1863-1915) drew a parallel between the two imaginative disciplines of building and narrative and committed themselves to a shared vision of Utopia. Both sought to represent an archetype of “glass architecture”; one by narrating, the other by building. Highly critical of existing architecture and social conditions, they were in search of an inspiring alternative, as were many of their more progressive contemporaries. Yet, what made Taut and Scheerbart’s shared approach more sophisticated than that of their contemporaries also left it open to criticism. In particular, …

This article introduces and analyzes the tomb of the Qāsimī Imām al-Mahdī Muhammad (r. 1686-1718) in the village of al-Mawāhib, northeast of Dhamār. Unlike many of the mosques and tombs associated with the other Zaydī imams of Yemen, al-Mahdī’s mausoleum has never been published, but merits close examination. While most historians consider his imamate to have been an era of both religious and political decline, this period was marked by increased cross-cultural interaction and artistic production. In particular, the tomb of al-Mahdī features unique decoration above its mihrāb and a remarkable wooden cenotaph. In order to explain the meaning and …

The Woodlands, Texas, is well known as a town created following Ian McHarg’s ecological planning approach that uses soil permeability to coordinate development densities and land use. Very few studies have quantitatively measured the effect of this planning approach on stormwater management. In this study, watershed stream flow modeling was conducted to assess five hypothetical land use scenarios. These scenarios were compared with The Woodlands’ 2005 condition using the Automated Geospatial Watershed Assessment (AGWA) tool that simulates watershed long-term stream flow and peak discharges during single storms. This case study examined two waterfront sites on the San Francisco Bay – The Piers in San Francisco and Jack London Square in Oakland. The Piers, actually consisting of Piers 1 ½, 3 and 5, was formerly the point of entry for immigrants to the city and today is home to offices and restaurant space. Jack London Square, which covers four city blocks, is a project whose aim is to revitalize an industrial shipping port and warehousing district. Many states and local governments have begun to use the Public-Private Partnership (PPP) vehicle as a policy tool in the area of highway transportation infrastructure development. This thesis examines how smaller communities, which often lack the financial resources and the so-called "high culture" or marketable culture found in larger cities, can overcome challenges and develop cultural and historic preservation programs that perform the social function of unifying a community while also providing economic development opportunities that are connected to the community. The Eco-Logical approach is a potential solution designed to advance transportation planning through an integrated planning process that includes other stakeholders.
