The formation of tactics into a strategy galvanizes an individual into what Michel Foucault describes as a “docile body” (Foucault 1978,135). The neighborhood is known for its diversity and sense of community. However, lack of adequate infrastructure and high-speed roadways has created great safety concerns within the community.
