The White House Staff provides the bureaucratic framework that makes presidential leadership possible. Even though modern presidents continue to face constraints by the constitutional structure and political reality in successfully straddling the expectations gap that continues to enlarge, the staff presents the president with his best opportunity to anticipate and exploit leadership opportunities in the best case and manage crisis and cope with challenges in the worst. The fact that disadvantaged people generally die younger and suffer more disease than those with more resources is gaining ground as a major policy concern in the United States. Yet, we know little about how public values inform public opinion regarding policy interventions to address these disparities. This paper presents findings from an exploratory study of the public’s values and priorities as they relate to social inequalities in health. Forty-three subjects were presented with a scenario depicting health inequalities by social class and were given the opportunity to alter the distribution of health outcomes. As the number of regional integration organizations increases, the attention to case selection in small-N qualitative analysis becomes more necessary in order to avoid selection biases that could produce results with doubtful generalizations. This paper addresses the problem of selecting cases and offers solutions to potential pitfalls in research. First we examine various research designs in qualitative methods and discuss the problems of selecting observations on the dependent variable. We next discuss the operational definition of regions. This article argues that the rationale of the current conflict resolution strategy for resolving the Cyprus problem is problematic. Time and energy should be spent more on peace-building efforts that penetrate into ideas and identities of the Cypriots, than on negotiations that take place between the leaders. Greek and Turkish Cypriots should have a sense of ‘we’ based on equality rather than recognizing each other as the ‘enemy’ in case a durable solution to the problem can be found. The approximately two million gay and lesbian elders in the United States are an underserved and understudied population. At a time when gay men and lesbians enjoy an unprecedented degree of social acceptance and legal protection, many elders face the daily challenges of aging isolated from family, detached from the larger gay and lesbian community, and ignored by mainstream aging initiatives. Drawing on materials from law, history, and social theory, this book integrates practical proposals for reform with larger issues of sexuality and identity. The research presented here explores the effect of gender and gender consciousness on the policy preference of local elected officials. Remedying a gap in the scholarship on women in local office, I examine the attitudes of mayors and council members on a variety of urban policy issues. First positing a gender gap theory of representative attitudes, I find almost no differences in policy preferences between men and women serving in local office. As an alternative, I posit and test a gender consciousness theory of policy preferences. Using open-ended survey data, I find that possessing a gender consciousness has a significant …

One manifestation of Nigeria’s crisis of governance since the advent of civil rule in 1999 is the spate of youth violence that has characterized the electoral process. From the plains up north to the creeks in the south, Nigeria’s electoral process within the past decade has been mired in violence so much as to make mockery of the democratization process. The implications of globalization for the developing world continue to attract the attention of scholars across the globe; yet, scant attention is paid to the dynamics of its political consequences. This paper is a comparative study of the external linkages and regime trajectories of Ghana and Nigeria; within the period 1990-2008. Evidence gathered on both countries substantiates the propositions that: the more a peripheral state derives huge revenues from commodity export, the more it will be able to exercise a significant degree of independence by resisting external pressure to imbibe liberal democratic values and vice versa.
