Do Weapons Make Warfare? An Instrumental Variables Approach Towards Investigating The Relationship Between Small Arms Abundance, Civil Conflict Onset, And Civil Conflict Intensity, Gabriel S. Barrett

Scholars, journalists, and policymakers frequently attribute the intensity and onset of civil conflict to the abundance of small arms. However, the direction of causality has been difficult to assess due to a lack of data on the illicit small arms market and the plausibly endogenous relationship between the abundance of weapons and civil conflict. Using a new dataset of estimated small arms prices, I determine that a decrease in the price of small arms is significantly and negatively correlated with an increase in the intensity of conflict in the following year. A specific branch of Islamic jurisprudence (fiqh al-jihad) regulates the waging of the jihad of the sword (jihad bis saif). In this article, a detailed exposition is presented of the Egyptian Islamic Group’s (IG; Al-Gama’a Al-Islamiyya) use of fiqh al jihad against Al-Qaeda. The present author’s ‘jihad-realist’ approach is first briefly described; the IG’s critique of AQ systematically outlined; and in conclusion, implications are derived for counter-radicalisation strategies.

Despite his importance as a senior Al-Qaeda spokesman, no detailed examination exists of Adam Yahiye Gadahn’s employment of fiqh al-jihad—that branch of Islamic jurisprudence regulating the lawful waging of jihad—to condemn or condone violence committed in the name of Al-Qaeda. This article first provides a detailed exposition of Gadahn’s sharia-based critique of affiliates’ conduct deemed by him in violation of Islamic law and involving the commission of major sins. Despite the geopolitical calculations associated with China’s Belt and Road Initiative, and how this will allow Beijing greater influence in transregional relations, the human security dimension goes to the heart of China’s wider regional strategy. The importance of development cannot be understated even as the “rise of China” attracts the headlines. Mozambique’s transition from civil war to peace is often considered among the most successful implementations of a peace agreement in the post-Cold War era. Following the signing of the 1992 Rome General Peace Accords (GPA), the country has not experienced any large-scale recurrence of war. Instead, Mozambique has made impressive progress in economic growth, poverty reduction, improved security, regional cooperation and post-war democratisation. Small Christian Communities (SCCs), a key pastoral priority of the Catholic Bishops in the Association of Episcopal Conferences in Eastern Africa (AMECEA), officially started in major ecclesial meetings in 1973 and 1976. The SCCs in the AMECEA region have been evolving in response to the developments in the region – they “create the path by walking” and are becoming more involved in peacebuilding activities. A recent study on the SCCs finds that there are over 180,000 SCCs in the nine countries of the AMECEA region. An estimated 45,000 SCCs are spread throughout Kenya’s 26 Catholic dioceses.
