Settlement Patterns In The Portland Region: A Historical Overview, Carl Abbott

Portland Regional Planning History

Cities exist because they serve two basic functions--to generate economic value and to sustain social and cultural values. In the most fundamental sense, the interaction of these two urban roles determines the growth of metropolitan areas and patterns of land use and settlement within those urban areas.

Within this framework of metropolitan functions, five factors have strongly affected American urban settlement patterns. The first section of this report briefly introduces these broad forces. The central section traces in detail the ways in which the factors have shaped settlement and land use in the Portland area over the last 150 years. …

Private Profit Versus Public Service: Competing Demands In Urban Transportation History And Policy, Portland, Oregon, 1872-1970, Martha J. Bianco

Dissertations and Theses

This dissertation is a case study of the history of urban transportation policy in Portland, Oregon, between 1872 and 1970. The emphasis is on mass transit policy formulated and implemented by the private and public sectors as response to crises within both the local transit industry and the urban political economy. These crises are placed in the context of the continuing conflict between the industry's right to profit and its obligation to meet the competing demands of its constituencies: ridership's demands for low fares and comprehensive service; labor's demands for competitive wages; downtown businesses' demands for peak-hour service; and the …

'Environment' As A Social Concern: Democratising Public Arenas In Singapore?, Lily Kong Jan 1994

'Environment' As A Social Concern: Democratising Public Arenas In Singapore?, Lily Kong

Research Collection School of Social Sciences

This paper explores the question of who defines the agenda of environmental concerns in Singapore. It argues that the state plays an inordinately large role in defining the agenda and implementing the solutions. Few other competing environmental agendas have been set in alternative public arenas. While this has worked generally well in Singapore, there are larger roles for environmental groups, businesses and industries, and other bodies to play. It is in the enlarged roles of these bodies that the hope for a greater democratization of public arenas in Singapore lies.

Overcoming Racism In Environmental Decision Making (Cover Story), Robert D. Bullard

Robert D Bullard

Opening Paragraph: Despite the recent attempts by federal agencies to reduce environmental and health threats in the United States, inequities persist.[1] If a community is poor or inhabited largely by people of color, there is a good chance that it receives less protection than a community that is affluent or white.[2] This situation is a result of the country's environmental policies, most of which "distribute the costs in a regressive pattern while providing disproportionate benefits for the educated and wealthy."[3] Even the Environmental Protection Agency (EPA) was not designed to address environmental policies and practices that result in unfair outcomes. …
