Master of Urban and Regional Planning Workshop Projects

The primary purpose of this project is to promote planning on a watershed basis in the Portland Metropolitan area. We intend to support Metro's Regional Planning Framework process by encouraging a stewardship ethic based on watershed considerations. Atlases characterizing several of Portland's watersheds will provide specific information to three audiences: planners, community activists, and decision makers. The atlases will provide an information base upon which watershed management processes can be built.

Portland's Northwest Neighborhood District ("the District") has a unique character, reflecting its special role in Portland's economic history and its geographical location relative to the downtown area, the Willamette River and the West Hills. Current tensions between the District's function as a close-in, high density residential area and its commercial activities are the most recent iteration of tensions that have existed from the time the area was first settled.

This study examines the impacts of retail and residential land use in the District and how this mixture of residential/retail affects the residential livability.

The purpose of this study is twofold. The first part of the study is an analysis of the waste stream from a sample of seven Portland Public Schools. The second part of the study provides recommendations· for waste reduction, recycling opportunities and potential cost savings for the district. In order to receive the greatest benefits from waste reduction, it will be important to tie in recycling education with facilities management.

Oregon Population Estimates and Reports

This report provides population estimates for Oregon and its counties and cities for the years 1980 through 1993. As mandated by Oregon law, the Center for Population Research and Census at Portland State University, acting on behalf of the State Board of Higher Education, annually estimates the July 1 population for each county and incorporated city in Oregon. These figures are certified on December 15. When certified, the population estimates are used in the allocation of certain state tax revenues to cities and counties.

The North Carolina Alliance for Competitive Technologies (NC ACTs) is an organization operated by the state of North Carolina to coordinate technology development and, deployment activities in the state. The mission of NC ACTs is to apply innovation, technology, and technical resources to promote economic growth in the state. NC ACTs will operate as a central, strategic organization to guide existing resources and to develop new resources when necessary.

Portland Regional Planning History

Cities exist because they serve two basic functions--to generate economic value and to sustain social and cultural values. In the most fundamental sense, the interaction of these two urban roles determines the growth of metropolitan areas and patterns of land use and settlement within those urban areas.

Within this framework of metropolitan functions, five factors have strongly affected American urban settlement patterns. The first section of this report briefly introduces these broad forces. "Creating Community Through Urban Gardening" represents the commitment of four individuals to assist the Oregon Food Bank (OFB) in its efforts to meet the food needs of the people of Oregon. The project was specifically designed to assist OFB in achieving its strategic goals which seek to "triple the amount of quality food acquired and made available to disadvantaged people" and to "impact the conditions underlying hunger and to promote the empowerment of disadvantaged people to achieve economic independence." This dissertation is a case study of the history of urban transportation policy in Portland, Oregon, between 1872 and 1970. The emphasis is on mass transit policy formulated and implemented by the private and public sectors as response to crises within both the local transit industry and the urban political economy. These crises are placed in the context of the continuing conflict between the industry's right to profit and its obligation to meet the competing demands of its constituencies: ridership's demands for low fares and comprehensive service; labor's demands for competitive wages; downtown businesses' demands for peak-hour service; and the …
