"The economic picture for Rhode Island is looking brighter. Recent forecasts by Manpower, Inc. and the New England Economic Project (NEEP) paint a positive picture in the short-term future, reflecting on favorable signs evident in the slow recovery of the economy being experienced throughout the region."

Regulatory Takings and Resources: What Are the Constitutional Limits? (Summer Conference, June 13-15)

Sponsored by the University of Colorado's Natural Resources Law Center and the Byron R. White Center for American Constitutional Study.

Conference organizers, faculty and/or moderators included University of Colorado School of Law professors David H. Getches, Lawrence J. MacDonnell, Gene R. Nichol, Jr. and Mark Squillace.

Governmental regulation for environmental protection and other important public purposes can affect the manner in which land and natural resources are developed and used. The U.S. constitution (and most state constitutions) prohibit the government from "taking" property without payment of compensation. Originally intended to apply to situations where the government physically seized private property …

Agenda: Water Organizations In A Changing West, University Of Colorado Boulder. Natural Resources Law Center

Water Organizations in a Changing West (Summer Conference, June 14-16)

Conference organizers, faculty and/or moderators included University of Colorado School of Law professors Lawrence J. MacDonnell, David H. Getches and James N. Corbridge, Jr.

Water organizations in the western United States range from small, traditional acequia associations to large metropolitan water suppliers. What do these vastly different kinds of organizations have in common? All are feeling the pressures of change in the region--growing urban populations, environmental concerns, and calls for public participation.

This year's summer program will examine how water organizations are adapting to these pressures for change. Speakers drawn from urban, agricultural, and community organizations will share their experiences …

Bondi's Island: Its Everybody's Problem, John Mullin Jun 1994

Bondi's Island: Its Everybody's Problem, John Mullin

Landscape Architecture & Regional Planning Faculty Publication Series

Bondi's Island is so pungently smelly that it is a negative influence on where we live, work, play and invest. If we do not correct the problem quickly, the image of our region as a special place will erode dramatically. Further, this problem does not belong to Springfield alone. It is one that requires strong regional and state participation.

Evaluating The Success Of Urban Success Stories, Harold L. Wohlman, Coit Cook Ford Iii, Edward W. Hill

All Maxine Goodman Levin School of Urban Affairs Publications

Arresting and reversing the condition of urban distress in America's cities represents one of the most challenging and perplexing problems confronting policy-makers. Indeed, urban distress in American cities has proved to be a stubborn and largely intractable phenomenon during the past two decades. Nevertheless, a number of cities that were experiencing distress at the beginning of the 1980s are now being acclaimed as 'urban success stories' or 'revitalised' cities. We evaluate the performance, between 1980 and 1990, of these supposedly 'revitalised' cities on objective indicators of the economic well-being of their residents and compare their performance to that other cities …

Urban Labor Markets, Randall W. Eberts Jun 1994

Urban Labor Markets, Randall W. Eberts

Upjohn Institute Working Papers

Urban labor markets are characterized by the spatial proximity of households and businesses, which offers firms and workers advantages that lead to more efficient markets, enhanced productivity, and greater economic success. Nevertheless, the nation's city, while generating a large proportion of the nation's wealth, houses much of the nation's economic disadvantaged workers. This paper describes the current conditions of urban labor markets and outlines a national urban policy agenda that addresses these concerns by taking into account cities' spatial dimension. The paper argues that a national urban labor policy should emphasize the effects of physical and informational proximity on growth, …

Which Is 2nd Safest? City Or Area?, Chester Smolski

Smolski Texts

"Buried in a recent two-column story in the national Parade Magazine section of the Sunday newspapers and obscured by the advertisements that took up most of the two pages, John Tepper Marlin's headlined story, 'The Safest Places To Live,' was designed to grab one's attention. And that it did, especially if your city ranked second in the nation."

"The series of lectures and discussions on 'Growing Old in America' recently held at Brown University brought together authorities from across the country to examine some of the issues confronting our aging society.

Ranging from health care to business opportunities to life after 60, the aged in America represent a growing number of citizens who must be considered from may different perspectives: this the speakers did on a national level. But what of Rhode Island?"

Introduction, James Jennings Mar 1994

Introduction, James Jennings

Trotter Review

This issue of the Trotter Review focuses on a broad range of questions and issues concerning the economic development of the urban black community. This subject is timely and important given the continuing crisis surrounding the social and economic development of black communities in urban America. Poverty, poor health, unemployment, inadequate housing, and other related concerns, will continue to plague black communities to a greater extent than other communities until effective and comprehensive economic development strategies can be developed and pursued.

This issue of the Trotter Review challenges the notion suggested by some that the pursuit of economic development strategies …

The African-American Urban Milieu And Economic Development, Lenneal J. Henderson Mar 1994

The African-American Urban Milieu And Economic Development, Lenneal J. Henderson

Trotter Review

Economic disparity between urban white America and urban black America is becoming more pronounced, whether in central cities, suburbs, or edge cities. African-American employment prospects have declined in central cities, increased slightly in suburbs, and increased substantially for the few African Americans living and working in edge cities. William Julius Wilson cites the decline in stable, higher-paying, blue-collar employment in the industrial cities throughout America. Others identify the changing structure of metropolitan employment as characterized by more rapid professional and white-collar employment growth in suburbs and edge cities and declining employment in central cities. In his book, Cities Without Suburbs …

The Role Of Black Political Leadership In Economic Development, Curtis Stokes Mar 1994

The Role Of Black Political Leadership In Economic Development, Curtis Stokes

Trotter Review

One of the most striking things about the United States is the degree to which racial inequality remains a pervasive fact of life. Indeed, since the end of the 1960s the black-white gap in life chances (for example, jobs and income) has worsened for large segments of the black community. To persistently face high unemployment and declining income is especially troublesome in a capitalist economy like that in the United States, where goods and services are rationed by a harsh market and where there is, at best, a very modest social safety net. The United Nation's Human Development Report 1993, …

"Economic Development" Is Not "Community" Development: Lessons For A Mayor, Eugene "Gus" Newport Mar 1994

"Economic Development" Is Not "Community" Development: Lessons For A Mayor, Eugene "Gus" Newport

Trotter Review

Economic development is one of the most important elements of an effective community development plan. Economic development can mean jobs for the community, as well as the development of new businesses and the enhancement of a city's tax base, which provides the funds to operate the government. I had campaigned on the need for responsible alternative economic development. But, one of the first things I learned is that community development often gets misinterpreted as economic development. That is an unfortunate mistake, since the term community development has a much broader meaning, both conceptually and practically. Community development means development of …

Violencia Urbana E Inseguridad Ciudadana.

It also suggests methods to implement pedestrian and bicycle accessibility, connectivity, and continuity to the surrounding area.
  • A Street Reclassification Report. This report describes the process for street re-classification in the City of Portland and considers the issues which may arise in this …

What Should The Federal Government Be Doing About Urban Economic Development?, Timothy J. Bartik Mar 1994

What Should The Federal Government Be Doing About Urban Economic Development?, Timothy J. Bartik

Upjohn Institute Working Papers

The federal government should focus its policies towards economic development on areas in which the federal government has some unique advantages. Federal policy should: (1) discourage financial subsidies to specific large firms by state and local governments; (2) expand the federal role in economic development services in which national action has some special advantages, such as developing information on foreign markets, encouraging large national banks to be more involved in economic development, supporting the development of the "Information Superhighway," and encouraging new technology development; (3) provide modest support for state and local efforts to increase business productivity through technology extension …

Portland Public Schools Waste Stream Analysis, Peter Dubois, Kelly Shafer Hossaini, Matt Zybas

Center for Urban Studies Publications and Reports

The purpose of this study is twofold. The first part of the study is an analysis of the waste stream from a sample of seven Portland Public Schools. The second part of the study provides recommendations· for waste reduction, recycling opportunities and potential cost savings for the district. In order to receive the greatest benefits from waste reduction, it will be important to tie in recycling education with facilities management.
