Water organizations in the western United States range from small, traditional acequia associations to large metropolitan water suppliers. What do these vastly different kinds of organizations have in common? All are feeling the pressures of change in the region--growing urban populations, environmental concerns, and calls for public participation.

Arresting and reversing the condition of urban distress in America's cities represents one of the most challenging and perplexing problems confronting policy-makers. Indeed, urban distress in American cities has proved to be a stubborn and largely intractable phenomenon during the past two decades. Nevertheless, a number of cities that were experiencing distress at the beginning of the 1980s are now being acclaimed as 'urban success stories' or 'revitalised' cities. We evaluate the performance, between 1980 and 1990, of these supposedly 'revitalised' cities on objective indicators of the economic well-being of their residents and compare their performance to that other cities …

Urban labor markets are characterized by the spatial proximity of households and businesses, which offers firms and workers advantages that lead to more efficient markets, enhanced productivity, and greater economic success. Nevertheless, the nation's city, while generating a large proportion of the nation's wealth, houses much of the nation's economic disadvantaged workers. This paper describes the current conditions of urban labor markets and outlines a national urban policy agenda that addresses these concerns by taking into account cities' spatial dimension. The paper argues that a national urban labor policy should emphasize the effects of physical and informational proximity on growth, …

This issue of the Trotter Review focuses on a broad range of questions and issues concerning the economic development of the urban black community. This subject is timely and important given the continuing crisis surrounding the social and economic development of black communities in urban America. Poverty, poor health, unemployment, inadequate housing, and other related concerns, will continue to plague black communities to a greater extent than other communities until effective and comprehensive economic development strategies can be developed and pursued.

Economic disparity between urban white America and urban black America is becoming more pronounced, whether in central cities, suburbs, or edge cities. African-American employment prospects have declined in central cities, increased slightly in suburbs, and increased substantially for the few African Americans living and working in edge cities. William Julius Wilson cites the decline in stable, higher-paying, blue-collar employment in the industrial cities throughout America. Others identify the changing structure of metropolitan employment as characterized by more rapid professional and white-collar employment growth in suburbs and edge cities and declining employment in central cities. One of the most striking things about the United States is the degree to which racial inequality remains a pervasive fact of life. Indeed, since the end of the 1960s the black-white gap in life chances (for example, jobs and income) has worsened for large segments of the black community. Las encuestas que se vienen haciendo en algunas ciudades, establecen que una de las demandas fundamentales de la población, es la seguridad. En Quito, que supuestamente es una ciudad pacífica (se define como «ciudad franciscana»), justamente una encuesta que se terminó este mes, determinó que la principal reivindicación de la población con un porcentaje alrededor de un 20.2%, es la seguridad ciudadana. The federal government should focus its policies towards economic development on areas in which the federal government has some unique advantages. Federal policy should: (1) discourage financial subsidies to specific large firms by state and local governments; (2) expand the federal role in economic development services in which national action has some special advantages, such as developing information on foreign markets, encouraging large national banks to be more involved in economic development, supporting the development of the "Information Superhighway," and encouraging new technology development; (3) provide modest support for state and local efforts to increase business productivity through technology extension …

Portland Public Schools Waste Stream Analysis, Peter Dubois, Kelly Shafer Hossaini, Matt Zybas

The purpose of this study is twofold. The first part of the study is an analysis of the waste stream from a sample of seven Portland Public Schools. The second part of the study provides recommendations· for waste reduction, recycling opportunities and potential cost savings for the district. In order to receive the greatest benefits from waste reduction, it will be important to tie in recycling education with facilities management.
