This article discusses how critical urban theory understands generalisation and particularity by unpacking the process of abstraction. It develops an urban interpretation of dialectics through the philosophy of internal relations to: (i) heuristically examine conceptual and political fissures within contemporary urban studies and (ii) critically recalibrate neo-Marxist planetary urban theorising. Examining the conceptual extension, levels of generality and vantage points of our abstractions can assist in constructively negotiating relations between urban difference and generality. Voting by mail (VBM) has been a well-established practice in the State of Ohio for many years before the onset of the COVID-19 pandemic. In Cuyahoga County's Fall 2016 election, for example, more than 193,000 voters (31.8% of all voters) chose the VBM option to cast their ballots.

Individual voter records are confidential. Yet in a previous Focus on Facts the author described a method to analyze publicly available voter records that produces reliable estimates to describe the demographics of who votes (race, age, neighborhood, etc.).

Those who urge greater reliance on voting by mail (VBM) argue that VBM will help increase voter participation and reduce exposure for populations with greater risk for the COVID-19 disease. Yet an analysis of 2016 voting behavior in Cuyahoga County suggests that VBM could result in suppressing voter turnout among Black and Hispanic voters unless outreach to those populations can increase their confidence in, and preference for, using the postal service to cast their votes in the 2020 general election and beyond. Mandatory inclusionary housing, which requires market-rate housing developments to include a proportion of affordable housing units, has the potential to deliver affordable housing in more affluent neighborhoods and create mixed-income communities. This study evaluates this potential effect in London, United Kingdom, where mandatory inclusionary housing has been implemented in all local authorities since the early 2000s. Comparing the spatial concentration and average neighborhood characteristics of affordable housing delivered under inclusionary housing and those created via conventional means (i.e., in the public or nonprofit sector), we find that a higher percentage of inclusionary affordable units are concentrated in a small number …

Framing The Origins Of Covid-19, Toby Bolsen, Risa Palm

Conspiracy theories have flourished about the origins of a novel coronavirus (SARS-CoV-2) that causes an acute respiratory syndrome (COVID-19) in humans. This paper reports the results from a study that evaluates the impact of exposure to framed messages about the origins of Covid-19. We tested four hypotheses: two focusing on its origins as either zoonotic or human-engineered, and two concerning the impacts of origin beliefs on the desire to penalize China or support increased funding for biomedical research. The results accentuate the importance of finding ways to combat the spread of misinformation and conspiracy theories related to this global pandemic.

Autonomous vehicles (AVs) will challenge cities in many ways that are critical to address before widescale adoption. In particular, AVs may upset municipal budgets as they upend traditional auto-related funding streams like registration fees and parking revenues. This research begins to quantify the potential financial impacts of AVs by analyzing current associations between transportation network company (TNC) trips—often viewed as a precursor of AVs—and parking revenue. This report uses TNCs as a proxy for future AV travel to examine the connections between trip-making and on-street parking occupancy and revenue. The Center for Economic Development identified 33 driver industries in the 2019 report titled “Northeast Ohio Front Runners: Groups of Regional Industry Drivers (GRIDs).” GRIDs are wealth-creating industries that pay high wages, have a robust regional specialization, and contribute to the economy through regional supply chains. However, in this year alone, the U.S. and Ohio economies have seen a trade war with China, retaliatory tariffs on U.S. goods, the collapse of oil prices, and mandatory business closings due to the COVID-19 pandemic. As a result of the 2007-2011 mortgage crisis, cities across the US experienced an unprecedented increase in housing vacancy. Since 2012, the broad national housing market has generally experienced a recovery, but it has been a highly uneven recovery. This paper focuses on changes in neighborhood-level, long-term vacancy rates from 2012 to 2019 in two critical regions of the US, the Sunbelt and the Rustbelt. We examine medium-sized and large metro areas in both regions. We focus particularly on the extent to which very high rates of neighborhood-level housing vacancy persisted during the recovery. In the last two decades, urban planners have embraced digital technologies to complement traditional public participation processes; research on the impact of smarter digital instruments, such as immersive virtual reality (IVR), however, is scant. We recruited 40 focus group participants to explore various formats of spatial planning scenario simulations in Glassboro, NJ, USA. Our study finds that the level of participation, memory recalls of scenarios, and emotional responses to design proposals are higher with multi-sensory and multi-dimensional IVR simulations than with standard presentations such as 2D videos of 3D model simulations, coupled with verbal presentations. The current arguments to increase voting by mail rather than at the polls may result in suppressing voting by Black and Hispanic voters unless outreach to those populations can increase their confidence in and preference for using the postal service to cast their votes in the 2020 general election and beyond. This is a particularly important in the coming election due to the likely exposure to COVID‐19 at the polling places should the pandemic be still a significant health risk at places of congregation.
