Proceedings Of A Workshop On Interactive Graphics For Transportation Planners, Kenneth Dueker, Ross Roberts

The workshop attracted transportation planners from transit and regional planning agencies, consulting firms, and local governments. It explored the use of interactive graphics coupled with multi-modal transportation planning.
Several key aspects of the use of interactive graphics were explored in panel discussions and demonstration workshop sessions. These aspects included the evolution of interactive graphics technology, the structured application of this technology in implementation, the operational environment, impacts on planning agencies and future applications of this technology.
The demonstration of applications was made possible by use of Metro's EMME/2 system. Metro is the Metropolitan Planning Organization (MPO) for the Portland area. …

This Study analyzes Tigard's expenditures for FY 82-83, FY 83-84, and FY 84-85 in a manner comparable with that produced as part of the Washington County Urban Service Study (Phase I).
Total City expenditures for urban services increased by $98.42 per capita (Cur rent Year $) during the study period. A large portion, $75. 84 per capita (Current Year $), of this increase is attributable to Capital and Debt Service expenditures associated with LID 1 s and the Civic Center project. The increase in operational expenditures accounted for only $22.58 per capita (Current Year $). This increase is the result …

Cost Effectiveness Of Articulated Buses When Passenger Time Is Treated As A Cost, Anthony M. Rufolo

As the difference between fares and costs has increased over time, transit agencies have searched for ways to cut the cost of service. One method that is now being tried by some transit properties these buses there is a is the use of articulated buses. The larger size of allows one driver to serve more passengers. Thus, trade-off between higher capital costs for the bus and lower labor costs per passenger mile in operation. Hence, the use of the articulated bus appears to be a move toward greater labor productivity by increasing the capital-intensiveness of transit.

This report is the second phase of what is known as the Washington County Urban Services Study. First phase research commenced in March, 1983 and was completed in December, 1983. The focus of this first phase was the comparative cost of urban service provision by jurisdiction by service for the cities, special districts (excluding schools) and County that provide services inside the Washington County Urban Growth Boundary. The results of this research were reported in "Expenditures for Urban Services in Washington County: A Benchmark Comparison" which was issued in January, 1984. For a number of years the City of Portland and Multnomah County have experienced a heightened awareness of the increasing demand for sanitary, and affordable housing for people with specialized needs. The City Council, in February 1982, and the Multnomah County Commissioners, in April 1982, approved resolutions which established a Special Housing Needs Task Force. The Resolution requested the Task Force to provide the following: description of the various types of special needs populations and associated problems of those with "special" housing needs. The decade of the 1880s was a time of unprecedented development in the Pacific Northwest. Railroads were being constructed, immigration was high, lumber in demand and statehood for Washington appeared imminent. Vancouver, Washington, benefited from this prosperity. In 1888 a Portland firm built a steam powered railway from East Portland, through its real estate development, Woodlawn, to the Vancouver ferry. The success of this enterprise in aiding the sale of real estate was observed by several Vancouver men who formed the Columbia Land and Improvement Company to promote the sale of their property. Economic Effects Of Tri-Met's Operating And Capital Expenditures Fy 1983 On The Portland Metropolitan Economy, James G. Strathman, Rishinath L. Rao

A summary of the transit-related benefits and an assessment of the economic effects of Tri-Met's operating and capital expenditures was performed. The economic effects of the agency's expenditures were derived using a 24-sector input-output model of the four county Portland SMSA economy. Input output analysis is frequently used for the purpose of impact assessment because it provides exceptionally detailed estimates of interindustry activity, employment and income that result from agency/project related expenditures. The primary data and background information needed to perform this analysis were provided by the Tri-Met Transit Planning and Development Office.
