Our transportation system is a key ingredient in the economy, quality of life and urban fabric of the Portland metropolitan area. It has been stated in the past that it is not possible to manage our transportation system tomorrow unless we understand how it is performing today. In this spirit, the Portland State University Center for Transportation Studies has been working with regional and statewide partners to develop new capabilities to measure, monitor and track the performance of the transportation system in real time and using archived data sources. The 2003 Oregon Legislature enacted revisions to the statutes governing maximum speed limits on interstate highways in Oregon (House Bill 2661). The legislature authorized a maximum posted speed of 70 miles per hour (mph) for passenger vehicles and 65 mph for heavy commercial vehicles (trucks) on interstate highways. Current maximums are 65 mph for passenger cars and 55 mph for trucks. Subsequently, the Oregon Transportation Commission required a report documenting the expected impacts to a wide range of policy issues. Past and current planning efforts by the City of Portland, such as the South Park Blocks Urban Renewal Area and the West End plan, have sought to promote new mixed-use development through increasing the residential density and investment in the area. The West End plan focused primarily on the area north of SW Salmon Street and the urban renewal area currently does not have a standing advisory committee to represent the Downtown neighborhood’s interests. Examines the effectiveness of vehicle buy-back programs such as the Bay Area Quality Management District's vehicle buy-back program, the largest publicly-funded scrapping program in the country. Attempts to identify who participates in such programs, and what the effects of participation are on efforts to reduce the amount of pollution generated by older vehicles.

This is the fourth annual report prepared by the Population Research Center (PRC) forecasting future enrollments for the Portland Public Schools (PPS). Previous annual reports were based on October 1999, 2000, 2001, and 2002 enrollments; this report considers October 2003 PPS enrollments. This report provides a district-wide Enrollment Forecast, Enrollment Forecasts for individual schools, and demographic information for Portland Public Schools. School District Enrollment Forecast Reports

This report, prepared by the Population Research Center provides a medium-range school Enrollment Forecast, including background demographic information and analysis, for Lake Oswego School District (LOSD) and for its nine elementary schools, two junior high schools, and two high schools. The report considers several factors that are likely to affect the District’s enrollment between 2004 and 2010 and examines elementary attendance areas within the District. The most likely scenario indicates that there will be a slight decrease in enrollments between 2003 and 2010. Ron Paul worked in the restaurant business for 18 years, including 15 as the owner of Ron Paul Charcuterie . Then, as chief of staff in Commissioner Charlie Hales' office in 2000, Paul assembled a citizens group that began to explore the feasibility of a public market in the city. He now leads the effort for the Portland Public Market, drawing upon both of his career paths from the last 20 years. The City of Portland, Oregon has experienced unprecedented population growth in the last decade, much of which has been accommodated through infill development. Not all infi ll development has contributed to meeting design goals, prompting the City’s Bureau of Planning to launch the Infill Design Project in 2003. The Infill Design Project aims to improve the design of multi-dwelling and rowhouse development outside the Central City.
