Disproportionate numbers of black students do poorly on standardized tests; strategies to improve American education thus frequently target inner-city schools. These strategies often have an unrecognized affirmative action component. A search for more minority students or teachers is clearly an affirmative action effort. But the elimination of all tracking or competency grouping is another matter. Normally viewed as nothing more than a pedagogical strategy, it, like other affirmative action efforts, amounts to a conscious effort to alter the low-track status of minority pupils. Massachusetts has undergone radical changes in its racial/ethnic composition in the last ten years. The Latino population, owing to its extraordinary growth rate during the last two decades, is the largest racial/ethnic minority group in the state. Yet relatively little is known about this population because of the "information gap." Based on 1990 census data, this article focuses on the growth and geographical distribution of Latinos in Massachusetts. It considers the undercount of Latinos, the growth of Latinos in the commonwealth from a national perspective, and assesses the increase of Latinos in the New England states. It explores the growth …

Reaching Tomorrow's Hispanic Leaders, Sister Thérèse Higgins

High school-age Hispanics have a 50 percent drop-out rate. College-age Hispanic youth account for only 3.9 percent of the United States college population. A report of the Commission on Minority Participation in Education and American Life challenged college planners to do something about the neglect of young minority students. However, Regis College had already developed a four-week residential summer program to enable Hispanic ninth-graders to complete high school and prepare for college. The anticipated outcome of this College Awareness Program is that the dream of higher education and empowerment for two hundred gifted young Hispanics will be realized.

Roxbury, Boston, And The Boston Smsa: Socioeconomic Trends 1960-1985, Sally Brewster Moulton

Socioeconomic trends for a primarily black and poor urban area, Roxbury, Massachusetts, are compared to those of the surrounding city of Boston and the Boston Standard Metropolitan Statistical Area (SMSA) for the period 1960 to 1985. Patterns in income, poverty, labor force participation, educational attainment, and racial composition are examined for each of the three areas. The chief purpose of the analysis is to determine the nature of gaps between Roxbury residents and the rest of the metropolitan area as well as the ways in which such gaps have changed over time.

Women are inadequately provided with HIV services and education and are differentially denied access to these. Divisions of race, ethnicity, economic class, and religion, among others, are compounded by sexual discrimination within each of these categories.
Review of current data on women with AIDS reveals that the reporting methods used convey a false impression that women are not at significant risk. Moreover, the persons indirectly affected by AIDS are predominantly women — mothers, sisters, partners, family members, teachers, and human service workers. Thus, AIDS is more of a women's issue than the statistics imply.

This article discusses a preliminary comparison of responses to AIDS in ethnic communities and their basis in previously established support systems. The importance of public policy and its connection to racism and cultural insensitivities are discussed as they relate to communities of color at risk. Particular attention is paid to problems of communication and to the ethics involving confidentiality.

This essay scrutinizes the book by J. Anthony Lukas, Common Ground: A Turbulent Decade in the Lives of Three American Families, to assess whether it presents a valid and reliable account of the issues, people, and events it chronicles. The substantive core of the book is shown to be the politics of Boston public school desegregation. The parts played by the three families in this event are dramatically portrayed but cannot be corroborated and are not interpreted. The parts played by five major policy leaders, when tested against other evidence, are found to be distorted, questionable legends woven in …

Getting Power Back: Court Restoration Of Executive Authority In Boston City Government, Marcy M. Murninghan

This article chronicles some of the events that occurred when a state and a federal court attempted to disengage from active jurisdiction over two Boston public systems: the public schools and the Boston Housing Authority (BHA). It makes three proposals which, if enacted, would help to keep the courts out of day-to-day management of municipal operations. It also makes some generalizations about the court-agency interplay which are relevant to the postremedial phase of institutional reform litigation. The author uses the term restorative law to describe this court-controlled process of returning power to the executive branch.
