Agrarian reform and land reform are usually understood synonymously as they are embedded with the unequal agrarian structure in Nepal. A widespread objective of agrarian reform is to promote social justice by equitable distribution of land and resources. Agrarian reform includes the restructuring of land tenure, the means of production, and the provision of support services to the farmers and rural inhabitants.

The sustainability of small-scale cultivation, which largely characterizes Indian agriculture, though not in a homogeneous or undifferentiated manner, has been one of the important casualties of the trajectory of neo-liberal policies into which the country embarked upon in the early nineties. Driven by fiscal fundamentalism, this amounted to a veritable withdrawal of the state from economic operations, more so from agriculture. My empirical research started with China’s experiment of rural reform during the 1980s-90s. According to the principle of experiment, only through a process of incessant falsification can we approach the truth. In the process my preliminary conclusion was the theory of institutional costs. However in later comparative studies on different countries, I found that institutional cost was not my innovation. Despite their dissatisfaction with the overall administration of public policy, the quality of public healthcare services, and other social problems, Hong Kong people are generally happier than last year, with the happiness index reaching 71.3, the second highest since 2005, the latest Hong Kong Happiness Index Survey reveals.
For the first time ever, young people aged below 30 are the happiest among the different age groups, with the index hitting 72.0, the highest in seven years. Females also reported a record-high happiness index of 73.6, which is far above the males’ at 67.9.

Lingnan University’s Centre for Public Policy Studies (CPPS) today announced survey findings of the “Hong Kong Happiness Index 2010”. According to the survey, Hong Kong people in 2010 continue to enjoy high levels of happiness similar to what they enjoyed in the previous year, with the overall happiness index at 70.1, not much different from the 2009 level of 70.6 and well above the trough of 67.2 seen in 2007.
The survey was conducted by CPPS from Oct 18 to Oct 22 2010 via randomized phone calls. The research team successfully interviewed 834 Hong Kong residents aged 21 or above. …

隨著社會的發展,社會大眾對生活的要求亦日益提高。人們並不滿足於基本的生活程度,而是追求舒適的生活環境,高質素的服務,對身體狀況亦更加關注。
在90年代中期開始,香港的學者開始研究「生活質素」這個課題,並發展出一些適合香港使用的「生活質素」量度工具。社會上不同群體對生活質素的界定及期望,可能和一般市民有所不同,要量度以致改善他們的生活質素,便需要特定的量度工具。
香港盲人輔導會於2008年委託嶺南大學亞太老年學研究中心設計了一份有關視障長者生活質素的問卷,並成功訪問了580位55歲以上分別居住在社區及院舍的長者,以便了解他們的生活質素。
是次研究的目標為:
1. 從香港視障長者的角度出發,發展一套量化及可量度視障長者生活質素的工具;
2. 為香港視障長者的生活質素提供一個研究上的參考基數;
3. 以視障長者生活質素量度工具作日後服務管理,為服務提供方向性的指引,並成為本地視障長者服務發展的參考。
本應用手冊將會以深入淺出的方法,向大家闡述如何利用這份「視障長者生活質素調查問卷」評估服務成效及作服務管理。

According to the survey, Hong Kong people in 2009 apparently are happier than they were in the previous year, with the overall happiness index rose to 70.6 in 2009, up from 69.3 in 2008. This is the second year in a row marked by a rise in the Lingnan Happiness Index.

This study examines older persons’ hopes, fears and expectations for the future, a topic little explored in Hong Kong. The study of twenty-five people aged 65-85 years adopts a qualitative approach to explore the experiences that shape older persons’ views of their future lives. Three models emerged from the empirical study, namely The Model of Resignation, The Model of Predestination and The Model of Adaptation.

Mass tutoring on senior secondary curricula, with specific focus on examination syllabi and techniques, has expanded rapidly in Hong Kong in the recent decade.
