A central objective of the Homelessness Prevention Initiative (HPI) is to generate information for state policymakers on viable statewide approaches for investing in homelessness prevention. Therefore, to contextualize the policy relevance of HPI evaluation findings and to add to the strength of recommendations, the evaluation team has systematically explored examples of community-wide homelessness prevention efforts already underway in Massachusetts and in other parts of the country.

We selected communities that met the following criteria:

• The prevention network included an entire county, city, region or state.
• Cross-organizational resource-sharing, policies and interventions were in place.

In the winter of 1998/99, after the deaths of 16 homeless people in the streets of Boston attracted wide attention by the media, the Commissioner of the Massachusetts Department of Public Health (MDPH), Dr. Howard Koh, convened a group of I stakeholders serving the homeless street population. Hard Numbers, Hard Times is the fruit of five years of homeless management information systems data collected in homeless emergency shelters serving individuals across Massachusetts. For the first time, comprehensive, reliable statewide data are provided on how many people accessed the system, where people became homeless, what they attributed their homelessness to, how long they stayed in shelter, and where they went when they left. These data are combined with information on demographics, income, special needs and insurance status along with analysis and interviews to provide multiple perspectives on the Massachusetts shelter system.

Homelessness affects the lives of an increasing number of children in Dublin. Research by Focus Ireland indicated that 1,262 children were living with their parent(s) in Bed and Breakfast (B&B) emergency accommodation in 1999 (Houghton & Hickey, 2000). More recent figures from the Northern Area Health Board (NAHB) Homeless Service show that 20% of first time referrals to emergency accommodation in the past year were families with 827 children. Since 1991 Helen Hemminger has been director of The Tedford Shelter, a homeless shelter serving adults and families in the Brunswick, Maine area. In this interview, Hemminger provides a first- hand account of Maine’s changing homeless population. The good news, she reports, is that the percentage of people with mental illnesses staying at the shelter has gone down. The bad news is that since 1994 the shelter has experienced a steady increase in the number of homeless families. This study compared homeless shelters, one was a structured homeless shelter and the other a non-structured homeless shelter, evaluating the residents' level of social functioning and level of self-sufficiency at both shelters. A structured shelter may offer counseling, parenting classes, money management, nutrition classes, a 12-step program and support groups, and after school and summer programs for youths. Whereas a non-structured shelter is one that only offers a place to sleep and some food.
