The prevalence of substance use and mental illness are significant factors to consider when attempting to effectively resolve homelessness in the United States. By providing stable shelter or housing, individuals experiencing homelessness have a better capacity to address these obstacles that have historically caused them to lose, or prevented them from maintaining, their housing or shelter situation. Many homeless shelters in the United States have taken an abstinence-based approach that has left many homeless individuals unsheltered, and this can reduce the capacity of these individuals who may be trying to engage in services to address their other concerns. This thesis discusses the dynamics of homelessness and examines one agency (Abilene Hope Haven) that aims to help homeless individuals receive permanent housing. This study explores the characteristics that influence the likelihood of placement in permanent housing within 12 months at Abilene Hope Haven. The different types of supportive housing programs and their roles in helping homeless individuals will be discussed. Secondary data gathered from the Homeless Management Information System were entered into the Statistical Package for Social Sciences, and then a logistical regression analysis was created to explain the relationships between the different characteristics and permanency placement. Homelessness among families is a growing problem across the United States (Beard, 2020). Homelessness is associated with stressful and impoverished caregiving environments that contribute to problematic parent-child relationships and increase children’s risks for poor health and academic outcomes (e.g., Perlman et al., 2012).

Responsive caregiving may protect children from adverse outcomes and foster resilience during periods of homelessness (Labella et al., 2019; Miliotis et al., 1999; Perlman et al., 2012). On June 17, 2019, after a prolonged period of community concern, the Portland City Council voted to relocate the city’s homeless shelter from the rapidly gentrifying Bayside neighborhood to a wooded area at the city limits. As municipal shelters continue to move away from metropolitan areas, the impact of NIMBY-ism on local and state policies related to homelessness cannot go unnoted. By analyzing publicly available testimony that occurred in the months after the decision to relocate, a variation of NIMBY-ism begins to emerge.
