Tax Incentives And Housing Investment In Low-Income Neighborhoods, Matthew Freedman

This paper examines how tax incentives to promote housing investment affect communities by exploiting the lottery structure of Missouri’s Neighborhood Preservation Act (NPA). The NPA offers tax credits to homeowners and developers that improve or expand the owner-occupied housing stock in low-income areas. Taking advantage of the random assignment of NPA tax credits and detailed property-level data, I find that the program increases construction activity modestly. There are positive but highly localized spillovers on neighbors’ investment behavior. Spillovers on property values are larger in geographic scope, implying important roles for both neighbor interactions and amenity effects in local housing markets.

Recently, the U.S. Supreme Court declared Section 4 of the Voting Rights Act of 1965 unconstitutional, essentially defanging preclearance requirements of Section 5 and leaving racial and other previously disenfranchised minorities unprotected. Using social contract theory as the theoretical framework, empirical field study research was used to examine whether the Voting Rights Act has achieved the results in Mississippi that the Supreme Court’s decision to revoke Section 4 has assumed. Data were collected on race-specific voter registration and voting data, measures of vote discrimination, litigations and Mississippi legislative activity regarding voting rights. Many articles have been written about pro-sprawl land use regulation, such as minimum parking requirements. This speech, by contrast, focuses on the frequency of land use regulation designed to increase walkability- in particular, minimum density requirements and maximum parking requirements. I conclude that the first type of regulation is quite rare and usually very lenient. The second type of regulation is more frequent; however, the impact of maximum parking requirements is not yet clear.

The majority of scholarly research on graffiti and street art has examined this phe- nomenon in terms of its distribution and the nature of the perpetrators. Rarely has the law enforcement response been investigated. To better understand this neglected aspect, the investigators constructed a survey that they administered to a sample of officers in a large Mid-Atlantic police department to determine their attitudes, in particular their perceptions, regarding graffiti, street art, and perpetrators of this behavior. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in staffing and noncapital costs of ranging from $775,400 to $1.19 million.
