The Kalama Waterfront Preliminary Site Plan sets the groundwork and approach for development of an underutilized 33-acre tract owned by the Port of Kalama. The Plan is intended for the Port of Kalama to use as a starting point for waterfront development. The Plan and implementation strategies will aid the Port by providing a conceptual view of the waterfront and a process by which to begin putting the vision of Kalama's Front Yard in motion. This project was conducted under the supervision of Sy Adler, Deborah Howe, Connie Ozawa, and Sumner Sharpe.

Certain distressed neighborhoods cannot support traditional residential-focused development. For these communities, we develop decision models for acquisition and redevelopment of chronically vacant lands and structures for primarily non-residential and greening uses. We address social benefits and costs of redevelopment strategies, parcel clustering to exploit economies of scale, and conflicting values among stakeholders. We illustrate our models using data from Baltimore, MD.

A Boston based non-profit and a team of public policy PhD students engaged in several months of collaborative problem identification and goal setting focused on the effectiveness of the organization’s unique service delivery model. The nonprofit uses volunteer advocates and a goal-oriented process with no eligibility criteria to assist clients in distress. We collected administrative data, administered a survey, and conducted interviews to explore client well-being.

Community-based organizations face significant challenges in identifying data needs, and assembling data resources for service provision, strategy design and advocacy. We develop principles by which CBOs can develop and share large datasets in order to formulate and solve decision problems that improve the well-being of localized, often marginalized or distressed communities. We illustrate these ideas using field research from Boston, MA.

The study conducted by the Center for Public Management (PM) found that, for two of three scenarios analyzed, it is legally, technologically, and financially feasible to consolidate public safety answering points (PSAPs) in South Euclid, Beachwood, Euclid, Shaker Heights, and University Heights, Ohio. Of the scenarios found feasible, the study estimates a decrease in costs ranging from almost $687,700 to $1.1 million, depending upon the configuration of the PSAP. When factoring in capital costs, the savings ranges from $555,000 to $898,000, but lead to an increase in costs of $189,000 in a PSAP dispatching for police only. At the local …

This report provides an assessment of the feasibility of consolidation of the public safety answering points (PSAPS’s) in Perry County, Ohio and the Village of New Lexington (in Perry County), Ohio. The report describes the methodology used to assess the feasibility of consolidating these PSAPs. The findings are that consolidation of PSAPs and dispatch services among the participating entities would not be feasible if the decision is made purely on costs. However, a consolidated PSAP would reduce the duplication of services and redundant capital projects. This in turn would free up funds to maintain and replace capital items as they …

According to a 2011 IMF study, Singapore's level of government intervention in housing finance is the highest in the developed world (Slide 3). This level of intervention in housing finance has correspondingly produced the highest level of homeownership amongst advanced countries. This housing outcome is the result of our very unique HDB-CPF housing framework – an institutional framework that was established in the 1960s during the formative period of our country?s history (Slides 4 and 5). The wide-spreading protest movement in Turkey is bringing up the irresistible analogy: Taksim Square is for Turkey what Tahrir Square is for Egypt. Considering that Tahrir Square events were the extension of the protest movement that started it all from Tunisia, it follows that the turmoil in Turkey is similar to the so-called Arab Spring. But most observers and media analysts are dismissing Taksim Square movement arguing that Turkey’s uprising is not similar to the Arab Spring because Erdoğan and his party are democratically elected and that Erdoğan has governed over a period of unprecedented economic prosperity.

Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Acquisition and redevelopment of foreclosed properties by community organizations helps to mitigate the social impacts of foreclosures on neighborhoods and residents. Social impacts can be measured in a variety of ways: (a) Strategic value of foreclosed property locations (b) Averted lost value to proximate properties Models can estimate magnitudes of such effects to identify potential acquisition candidates and social impacts of alternative development strategies. Application of models to a local case study demonstrates how these measures can be used in practice.

The Industrial Resource Center Network of Pennsylvania is the state’s affiliate of the National Institute of Standards and Technology’s Hollings Manufacturing Extension Partnership program. Both the IRC program and the MEP have longstanding traditions of self-assessment and evolution as ways of being accountable to the public and of promoting continuous improvement. This report is one of a series on migration to and from the region using the five percent Public Use Microdata Sample (PUMS) of the 2000 Census of Population and Housing and provides a description of foreign migrants moving to the Cleveland-Akron-Lorain (CAL) Consolidated Metropolitan Area (CMSA) from 1995 to 2000.* The report identifies the countries of origin of migrants and compares the demographic, socioeconomic, and housing characteristics of the foreign migrants to the CAL with other groups, including foreign migrants to Ohio and the nation, and, at times, to domestic migrants to and from the CAL.
