Since the middle of the 1980’s, processes of economic restructuring have led to large changes in the landscape of educational and social policy in most of Latin America. Faced with severe economic crisis, Latin American nations have sought structural transformations that have redefined the role of government in the provision of social benefits and sharply reduced expenditures through wholesale privatization and deep reductions in remaining government-sponsored programs. Between 1980 and 1990, expenditures in education as a percent of total government expenditures fell in most countries in Latin America, affecting especially public education, the only recourse for the poor. This paper explores the history and evolution of credit union philosophy. The evolution of credit union philosophy spans nearly 150 years. It’s a story that begins in the middle of 19th century Europe as it was emerging from a long history of feudal relations and tyrannical rule that created “the miserable economic conditions of the period and the realization that people would have to take action themselves if their lives were to improve.”1 The democratic ideals that were so eloquently articulated by classical liberal philosophers such as John Locke and Thomas Hobbes began to be increasingly institutionalized during this time.

Prior to the January 1, 1994 uprising of the Zapatista Army of National Liberation (EZLN) the indigenous peoples of Chiapas, Mexico’s impoverished southernmost state, were largely oppressed by their own government and ignored by the rest of the world. The Zapatistas, (named after the mustachioed hero of the Mexican Revolution, Emiliano Zapata), and their eloquent, pipe smoking spokesperson, Sub-Comandante Marcos, changed that by turning the international spotlight on the woeful living conditions of Mexico’s indigenous population.

I observed the February 1990 elections in Nicaragua as a member of both the Latin American Studies Association observation team and that of Hemisphere Initiatives, a group with which I have worked. In El Salvador I headed the Hemisphere Initiatives team. I visited Nicaragua five times during the electoral period, and for El Salvador, for once my academic calendar coincided with Salvadoran history. A sabbatical in the last academic year allowed me to be there during the electoral period.

Inter-American Indemnity: Internal Security And The Mutual Security Program For Latin America (1951-1961), Robert George Baker

This thesis examines the purpose of U.S. military aid in the American Republics from 1951 through 1961 and proves that concern for internal security became dominant during that period. At first military aid supported hemispheric defense against communist aggression, which Washington orchestrated through mutual defense agreements, but by 1953 maintenance of internal security emerged as the major aim of aid to several Central American nations. In 1956 the National Security Council determined that internal security was a vital goal of the military aid program for Latin America. Argentina in 1976 was a place of unusual paradox. The government with more than 60% of the popular vote seemed to have crumbled to the ground with almost no backing from those who had put it into office. Its downfall was due to its inability to resolve the "national crisis" facing the nation.

On September 4, 1970 Salvador Allende became the first ever democratically elected Marxist president of Chile. In addition he headed a predominantly left-wing coalition government whose program entailed the achieving of socialism by peaceful means.
During the first six months of his administration Allende began to carry out a number of his policies in the areas of agrarian reform, nationalization of industries, and redistribution of income. These policies were populist in nature and succeeded in raising the level of support for the Unidad Popular government as shown by the results of the April 1971 Municipal elections. I argue that the …
