When Uruguay and Argentina first gained their respective independence in the early 1800s, they appeared to be following the same path of development As countries that came from the same Spanish colonization, share almost identical agricultural economies, and retain a close relationship, it is logical that they would follow similar trajectories. This thesis explores different levels of governance and its role towards actualizing sustainable tourism in Patagonia. With the growing threat of climate change, international destinations such as Patagonia are looking to continue building their tourism industries in a sustainable way. Argentina’s new non-binary ID cards (DNI in Spanish) were highly celebrated when they were announced in July 2021 via a presidential decree. Government agencies had until November 18th to update systems and databases to include the new gender marker “X.” But that didn’t happen, so those with the non-binary DNI are unable to access essential services. The Argentine government cited the national 2012 Gender Identity Law, which guarantees a DNI that fully reflects a citizen’s gender identity, as the basis for the measure. This paper examines the way in which gendered violence is carried out as a way for the formal state and the Catholic Church to negotiate power. While examples of a much larger trend, three Latin American countries are discussed in detail. The first case occurred in Nicaragua, where a 9-year-old victim of rape was denied an abortion by both the state and the Church. The second case examined is the use of rape as a torture tactic by the military junta in Argentina during the Dirty War from 1976 to 1983. The final case examined is that of the forced …

In the 1980s and 1990s, the Latin American region experienced a profound shift in development ideologies that resulted in the creation of a new type of state: the Latin American neoliberal state. This state emerged in three stages: the stabilization stage—focused on balance of payments and austerity; the structural adjustment stage—which was more broadly and deeply focused on changing the structure and culture of society; and the institutional turn—which was an acknowledgment that the neoliberal state had not effectively dealt with poverty, inequality, or the quality of institutions that integrated market, society, and polity. International Budget Partnership

Through a complex litigation strategy that involved “freedom of information” requests, budget analysis, and media dissemination, the Civil Association for Equality and Justice (Asociación Civil por la Igualdad y la Justicia, or ACIJ) pressured the formerly reluctant government of the city of Buenos Aires, Argentina, to acknowledge a legitimate unsatisfied claim related to school vacancies for initial-level education and commit to making significant policy changes. This case study examines the ACIJ campaign and draws lessons for civil society engagement in public finance processes.
