The objective of this research is to examine the spatial components integral to policy formation, implementation, and evaluation. The research uses solid waste as a case study to explore a multiscalar GIS policy-shed framework. To this end, the goal of this dissertation is to examine the spatial nature of public policy. The research applies spatial concepts and multiscalar methodological applications embedded within GIS and geovisualization to explore the complex spaces surrounding public policy implementation and evaluation.

The purpose of this study is to apply punctuated equilibrium theory to better understand the development of energy policies in the European Parliament and in the Lithuanian Parliament – Seimas. In the first empirical chapter I analyze written questions that members of the European Parliament submitted to the EU Commission to study whether members of the European Parliament respond to punctuating events such as the Fukushima nuclear accident. I also study party groupings in the European Parliament to evaluate how punctuating events alter the policy behavior and priorities of these party groupings. Uncertainty has been shown to impact political evaluation, yet the exact mechanisms by which uncertainty affects the minds of citizens remain unclear. This experiment examines the neural underpinnings of uncertainty in political evaluation using functional magnetic resonance imaging (fMRI). During fMRI, participants completed an experimental task where they evaluated policy positions attributed to hypothetical political candidates. Policy positions were either congruent or incongruent with candidates’ political party affiliation and presented with varying levels of certainty.Neural activitywas modelled as a function of uncertainty and incongruence. With the massive increase in global remittances in the recent decades, migration study has gained a lot of attention from scholars in social sciences. In particular, the effect of remittances on various socio-economic variables have been studied. Furthering this literature, we study the effects of remittances on ethnic tension. Using the Ordinary Least Squares with Panel-Corrected Standard Errors, we find that i) remittances has less impact on ethnic tension in countries with lower variance of ethnic tension than those with higher variance ii) remittances increases ethnic tension in countries that already have higher ethnic tension than the global mean, whereas …

The U.S. far right has become increasingly mainstream in contemporary American politics. In this paper, I analyze the theory that the far right has gained ground due to a backlash from neoliberal policies beginning in the 1980s under Ronald Reagan. Using Process tracing, I operationalize claims made by those arguing that the white working class has moved towards the far right due to their loss of status, as well as the theory that specific wealthy actors have mobilized these groups and altered the movement against neoliberalism to suit their interests. There are several factors that contribute to political party affiliation in the United States, but it is not clear precisely to what extent. Two theories in particular, Social Force Theory & Parental Value Transmission Theory, argue that identity politics, a child’s perception of the parent, and shared racial struggles are all factors which contribute directly to political party affiliation. Using pattern matching, I operationalize several concepts or factors such as race, gender, and religion as indicators. After two major continental conflicts, many African countries were forced to re-evaluate their constitutions and inherent political structures. This left a window of opportunity for greater female political participation as political leaders and members of the peacemaking process. This project will focus on selected African post-conflict states during the 1970’s to 2000’s that have re-written their constitutions. The international community has time and again committed to never let genocide occur again – however, multiple bouts of genocide have occurred since the Holocaust. This, in addition to the current quandaries surrounding the Uyghurs of China, points to the fact that the international laws and institutions have loopholes that allow for genocides – especially those that enact structural and cultural violence without necessarily employing direct violence – to ‘slip through’.

Untested rape kits sit in crime labs, hospitals, evidence lockers, or storage facilities untouched. In the worst-case scenarios, rape kits have been thrown out of police storage before the statute of limitations had expired. A major public policy problem is developing as these kits stack up and create a backlog. The primary problem with the rape kit backlog is that all victims are not receiving justice. Polarization has increased in recent decades, including emotional distance between partisans. While positive partisan identity has been linked to the absorption of democratic norms and democratic satisfaction, this article addresses the impact of negative partisanship on citizens’ satisfaction with the functioning of their democracies. Employing two measures of negative partisanship – dislike for a party and unwillingness to ever vote for a party – the article finds that negative partisanship is linked to lower satisfaction with democracy, particularly negative partisanship for major parties. This study aimed at identifying the use of social networking among university youths and its relation to the political participation in the regional and communal elections held in Morocco in September in 2015. The researcher used the descriptive approach and relied on the questionnaire as an instrument for data collection. The sample of the study, made up of 400 elements, was randomly chosen. To elect its mayor and council in October of 2018, the City of London, Ontario used ranked-choice voting instead of the traditional first-past-the-post system; the first Canadian city in decades to use an alternative electoral system. London’s experience as the first Ontario municipality to implement ranked-choice voting allows it to offer its experience as a lesson to other municipalities that may be considering making changes to their voting systems.

Substantial scholarship argues that regulation of religion suppresses religiosity in a community by reducing individuals’ satisfaction with their religious experience. To date this research has assumed that regulations are enforced on and affect religious communities uniformly. It has also focused heavily on Western Christian populations and aggregated national data. We suggest that state regulation of religious communities and behaviours impacts citizens differently based on their affiliation. Using individual-level assessments of freedom and religiosity from Muslim-majority countries, we show that, at the individual level, restricting freedom suppresses religious belief and behaviour. Restrictions on religious minorities, however, can increase religiosity. As such, …

We have been causing the extinction of other life-forms, including hominid species, since we left Africa at least 60,000 years ago. E-cigarettes and vaping raise new questions about the risks to health from their use and how they should be regulated and taxed compared to tobacco. The latter has a long history of taxation and a more recent history of regulation in the United States. E-cigarettes, on the other hand, have only recent begun to be regulated, but by treating them as “tobacco products” the federal regulator includes them by default in the regulatory apparatus design for tobacco control and is sending the tacit message that they are just as harmful as smoking. The Commons: Puget Sound Journal of Politics
Lone wolf terrorism lends itself to the execution of large numbers of people and the spread of extremist ideology, but they pose less of a threat to Western nations than organized extremist groups. Lone attacks require less strategy and funding, fewer resources, are more difficult to target with state counterterrorism campaigns, and can penetrate ‘high security’ states more effectively than groups, so the attacks are more likely to succeed. Additionally, lone actors are highly susceptible to propaganda and messaging from extremist groups, and they are often radicalized online, making them difficult to track. Readers might wish to speculate on matters such as why the Chinese have organized the way they have, whether the organization leads to optimal integration of tools of national security/political power, and how vulnerable specific populations and even intelligence cultures are to specific types of information operations. With much fanfare, Ghana's Jubilee Oil Field was discovered in 2007 and began producing oil in 2010. In the six coastal districts nearest the offshore fields, expectations of oil-backed development have been raised. However, there is growing concern over what locals perceive to be negative impacts of oil and gas production. Based on field research conducted in 2010 and 2015 in the same communities in each district, this paper presents a longitudinal study of the impacts (real and perceived) of oil and gas production in Ghana. This working paper presents the results of an indirect assessment of the personality of former U.S. vice president Joe Biden, Democratic nominee in the 2020 U.S. presidential election, from the conceptual perspective of personologist Theodore Millon.
Psychodiagnostically relevant data about Biden were collected from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with DSM-III-R, DSM-IV, and DSM-5.

Used by states to investigate patterns of past human rights abuses, truth commissions have garnered considerable consensus for their value in addressing past harms and repression. Many still tout the South African model as a success story of truth commissions. This dissertation provides answers to two questions. First, what role, if any, did earlier investigative institutions play in shaping South Africa’s Truth and Reconciliation Commission (TRC)? The dissertation argues that the Commission of Inquiry for the Prevention of Public Violence and Intimidation, also known as the Goldstone Commission, played a central role in transforming information- gathering measures in South Africa. …

The People Who “Burn”: “Communication,” Unity, And Change In Belarusian Discourse On Public Creativity, Anton Dinerstein

The main intellectual problem I address in this study is how everyday communication activates the relationship between creativity, conflict, and change. More specifically, I look at how the communication of creativity becomes a process of transformation, innovation, and change and how people are propelled to create through everyday communication practices in the face of conflict and opposition. To approach this problem, I use the case of communication in modern-day Belarus to show how creativity becomes a vehicle for and a source of new social and cultural routines among the independent grassroots communities and initiatives in Minsk.
