Can Deliberative Democracy Work In Hierarchical Organizations?, Jason Pierce, Grant Neeley, Jeffrey Budziak

Some measure of equality is necessary for deliberative democracy to work well, yet empirical scholarship consistently points to the deleterious effect that hierarchy and inequalities of epistemological authority have on deliberation. This article tests whether real-world deliberative forums can overcome these challenges. Contrary to skeptics, it concludes that the act of deliberation itself and the presence of trained moderators ameliorate inequalities of epistemological authority, thus rendering deliberative democracy possible, even within hierarchical organizations.

This paper argues that the relationship between democracy and corruption is nonmonotonic. When a country shifts from autocratic rule to highly imperfect democracy (an ‘electoral democracy’) it is frequently perceived that the level of corruption increases. Conversely, when the democracy level is already relatively high (approaching ‘mature democracy’) an increase in the level of democracy is typically expected to decrease the level of corruption. To assist with our discussion of these issues, before going on to the empirical part of the paper, we look specifically at the case of South Korea to illustrate how corruption responded to an increasing level …

In recent years a growing number of democratic theorists have proposed ways to increase citizen engagement, while channeling those democratic energies in positive directions and away from systematic marginalization, exclusion and intolerance. One novel answer is provided by a strain of democratic theory known as agonistic pluralism, which valorizes adversarial engagement and recognizes the marginalizing tendencies implicit in drives to consensus and stability. However, the divergences between competing variants of agonistic pluralism remain largely underdeveloped or unrecognized. Before 2001, the Oklahoma Department of Health achieved little to protect the public from the dangers of secondhand tobacco smoke. In an ongoing effort between 2000 and 2003, the department joined with health groups to lobby for stronger requirements, resulting in a new Oklahoma administrative rule in 2002 and legislation in 2003 regulating secondhand tobacco smoke. This action was congruent with the American Society of Public Administration's Code of Ethics for interactive democratic policymaking, in which administrators are required to serve the public interest with compassion, benevolence, fairness, and optimism.

Extract: In the post Cold-War globalized world, Australian diplomats are entering into unchartered waters. At a strategic level, Australia's domestic and foreign policy priorities-including climate change, regional and global security and economic stability-are increasingly global in nature. At the same time, the international geopolitical order is undergoing profound change. The rise and rise of China, the emergence of India and the corresponding decline in the unchallenged paramountcy of the USA are powerful factors challenging the foundations of the international order. Such changes could signal the end of the Western liberal order, so how should Australia prepare? This case finds out.

• Oklahoma’s 1987 Smoking In Public Places Act required the inclusion of smoking sections in restaurants and pre-empted more stringent local anti-tobacco laws with state regulations. • With the 2001 arrival of an aggressive new Commissioner of Health, Dr. Leslie Beitsch, the tide turned with new legislation (Senate Joint Resolution 21 in 2003) that prohibited smoking inside public places and required restaurants to build separately-ventilated “smoking rooms.” • In 2004, State Question 713 increased the cigarette tax by 55 cents per package. • Dr. Beitsch resigned in 2003 and since that time, efforts toward clean air have stalled. The status of citizenship and the rights extended to non-citizens are among the most contentious and hotly-debated political issues in numerous Western polities. Some scholars, most notably Seyla Benhabib, have deemed the contemporary changes a ‘disaggregation of rights claims’, in which the interplay between ideals of particularism and universalism lead to an ‘unbundling’ of civil, political, and social rights with formal national membership. Recent studies have explored the dimensions of duty-based versus engaged citizenship. These studies assert that individuals differ on the question of "what is a good citizen." Young individuals, in particular, are more likely to follow an engaged citizen view of citizenship. Engaged citizens are more participatory, global, and committed to social justice more than their duty-based counterparts. In this article we examine, with an innovative methodology and merging of citizenship and framing literature, the potential effects of increased engaged citizenship on policy issues.
