The Alliance for Progress appears to falter within its own objectives. As such this is not unique to this aid program; other programs have encountered difficulties in their operation. The contemporary argument over method reaches into all the traditional diversions of social science, of which political science is no exception. Such names as structure-functionalism, decision theory, systems analysis, behavioralism, and game theory have become commonplace identifications of political methodologies in the twentieth century. In 1957, Adam Rapacki, Foreign Minister of Poland, proposed that a zone be created in Central Europe in which nuclear weapons of all kinds would be prohibited. The zone was to include the countries of West Germany, East Germany, Poland, and Czechoslovakia. This paper seeks to study that proposal in the light of its background and consequences. The purpose of such a study, beyond the hopeful accretion of knowledge, is to form conclusions based on the analysis of the proposal as the beginning of a solution to the political and military impasse in Central Europe.

The Fourth Congressional District, located in the south-western part of the state of Michigan, is composed of the following six counties: Allegan, Barry, Berrien, Cass, St. Joseph, and Van Buren. This district is largely rural in its composition. The county with the greatest population is Berrien. The population of the district by counties and the rural-urban characteristics of those counties is shown in Table I.
