I have referred to a key problem of how to make individual and group concerns known to the decision makers without ignoring the weakly organized and unorganized-and without putting both the legislators and administrators in the position of merely ratifying bargaining negotiated between these interest groups. I have suggested non-governmental Social Planning Councils have a potentially significant role to play in the changing need for representativeness for the myriad of strong, weak and unorganized groups and individuals.

Law, as a fixed or immutable device for civilized social intercourse, is a myth. All too often the law has been construed in capital letters, and little has it been realized or remembered that the law has been written by people and interpreted by people. Rather than the rigidity and permanence of steel and stone, the law expounded by the Supreme Court has been more like clay. Case upon case, decision after decision, the law of the Court has been constantly re-molded and re-defined to meet the ever-changing needs of society, and to protect the personal freedoms of American citizens.

Preface
Prime Minister Pierre Trudeau pointed out in 1968 that some seventy percent of Canadian foreign policy is directly affected by the relationship of Canada and the United States. Trudeau expressed hope that ways could be found to derive maximum independence from the remaining thirty percent. At the same time, Trudeau pointed out the need to decrease the presence of the United States in Canada's foreign policy. One of the ways Trudeau proposed to meet these objectives was the expanded use of countervailing forces. The United Nations Capital Development Fund was established by the U. N. General Assembly under Resolution 2168 (XXI) of 13 December 1966. Its expressed purpose was to assist developing countries in the development of their economies by supplementing existing sources of capital assistance by means of grants and loans, particularly long-term loans made free of interest or at low interest rates.
More than its actual or potential role, the Fund has a symbolic meaning for the developing nations. To them, it represents the best hope of overcoming their problem of capital shortage. It symbolizes also the expected role of the …

Fidel Castro came to power in Cuba after a surprisingly powerless Batista fled the country during the early morning hours of January 1, 1959. Joyous celebration swept the country as Castro made his triumphant journey across the island, leaving his hideout of two years in the Sierra Maestra for Havana. The revolution had succeeded in over throwing the hated Batista, for whom almost all elements of Cuban society felt disdain.
