The Alliance For Progress: Policy Continuation Or Actual Reform?, Mario Mion

The Alliance for Progress appears to falter within its own objectives. As such this is not unique to this aid program; other programs have encountered difficulties in their operation. However, the extent of the Alliance's failure to meet its stated goals raises the question of the efficacy of the program itself and, what is more significant, of the intent of the Alliance as a program of aid and as a tool for reform.
