Leadership development in nongovernmental organizations (NGOs) is becoming increasingly important as many developing country leaders retire from their positions in these organizations. The growing number, size, and political influence of NGOs also indicate a need for closer analysis of NGO leaders and leadership. Built on a thorough review of three different approaches to leadership and case study analysis of leadership development programs, this paper presents a preliminary leadership development framework which addresses the challenges of accountability, leader transitions, and external environment leadership - three issues particularly salient in the NGO context. Parenting experience is rarely valued or integrated with the work of a competitive society such as that of the United States. Despite the implementation of family-friendly workplace policies, institutional structures and practices continue to preclude the substantive acknowledgment of how parenting experience might contribute to the American workplace (Borrill & Kidd, 1994; Jenner, 1994; Rodgers, 1993). Recent Supreme Court decisions and the impeachment of President Clinton has reinvigorated the debate over Congress’s authority to employ devices such as special counsels and independent agencies to restrict the President’s control over the administration of the law. The initial debate focused on whether the Constitution rejected the “executive by committee” employed by the Articles of the Confederation in favor of a “unitary executive,” in which all administrative authority is centralized in the President. Accountability is the watchword of the 1990s, particularly in education. In exchange for greater flexibility and autonomy, schools have been asked to assume greater accountability for student outcomes. Implicit in this shift of authority and responsibility is the belief that changing the locus of control will result in changes in student achievement. Decentralizing accountability thus has multiple implications for the teaching and learning process, governance and decision making, and school site leadership. In 1993, San Diego City Schools adopted a student achievement accountability policy and initiated a demonstration program to develop an accountability system model for the district. Morale is important to all service organizations because quality is dependent upon the nature of face-to-face interactions. Because the workers in mental health service organizations must care for patients, morale is especially important. Although studies suggest that rapid change due to cutbacks, privatization, and managed care, have demoralized mental health workers, the literature suggests that management is the problem. Mechanistic organizations with top-down, command-control management typically exclude and alienate workers. Continuous quality improvement (CQI) can improve morale as well as the bottom-line. This project evaluates the way that community organizations influence children and adults, and can be leaders as a positive force of change. Programs provide teens with the opportunity to become involved in activities that are more enriching and beneficial to their well-being than alcohol, drugs, sex, violence and crime.
