The Impact Of Reserve Requirements On Free Bank Failures, Andrew J. Economopoulos

The Free Banking Era, noted for numerous bank failures and large creditor losses, has been traditionally viewed as the experiment in laissez-faire banking that failed. Current researchers have found evidence suggesting that bank failures and creditor losses were limited to selected states and have linked the cause of bank failures to periods of falling asset prices. Free banks were required to hold long-term assets as primary reserves for short-term liabilities. Current banking theory suggests that the maturity imbalance between assets and liabilities increases the free bank's exposure to interest rate risk. Seaport management is central both to the use of coastal resources and to the needs of a global economy. As a major point of supply-chain activity along the coast and as a source of pollution, ports need to be administered strategically to provide the greatest benefit according to economic and environmental demands. This article is an annotated conversation that provides a practitioner's insight into the management of change along the coastal zone. To address the problem, we probe organization theory for new insight and attempt to apply concepts to practice.

(First paragraph) Interest in the economics of Pacific whiting, Merluccius productus, production and consumption has been simulated in recent years by expanding U.S. participation in the fishery formerly dominated by foreign fishing and processing. This has raised several questions within the U.S. fishing industry: 1) Will it be profitable for additional U.S. fisherman and processors to enter the fishery? 2) What configuration will the U.S. Pacific whiting industry take? and 3) What will be the nature of markets for Pacific whiting products? This paper summarizes the conclusions of several reports and studies which bear on these questions.

This issue of SEEDS reviews handicrafts as a means of providing income to women. In some instances, crafts are a solid source of income and can also provide women with a link to their own cultural heritage. In most instances, however, crafts production concentrates women in an area that is labor intensive and exploitative, providing a meager income for long hours of work. Handicrafts can be a means of increasing income for women in some settings, but only under the conditions outlined in this report, since crafts are specialized activities which have limited markets and offer limited potential as a …

Among coastal management programs, most states have found the question of appropriate administrative structure difficult to cope with. The dilemma of decision trade-offs caused by the dual governmental needs of "efficiency" and "representation" has led to some alternative patterns of administration. For complex issues that transcend local boundaries, the choice between trade-offs means adopting either (a) some form of consolidated bureaucracy or (b) some system of concurrent jurisdictions. Both alternatives have their inherent benefits and disadvantages but, considering the degree of environmental complexity and array of competing interests involved in coastal resource use, the most appropriate administrative form would seem …

It is the purpose of this study to examine the early state-chartered banks of Kentucky: their creation, career and dissolution. To do this it will be necessary to survey the period of Kentucky history from 1802, when the Kentucky Insurance Company was awarded its charter by the Legislature and granted banking powers, to about 1830, when all previously chartered state banks had become non-existent or were in the process of liquidation.
