State Enterprise Zone Programs: Have They Worked?, Alan H. Peters, Peter S. Fisher

Peters and Fisher evaluate 75 EZs located in 13 states to gain an understanding of the overall effectiveness of state enterprise zones. Faced with a paucity of data on EZs that could be used in standard economic analysis, the authors employ a hypothetical firm model in which they apply various EZ and non-EZ incentives to financial statements created for a set of "typical" firms. Observing the impacts of both types of incentives on firms' financial statements allow Peters and Fisher to predict the firms' resulting behavior. Bidding For Business: The Efficacy Of Local Economic Development Incentives In A Metropolitan Area, John E. Anderson, Robert W. Wassmer

Anderson and Wassmer examine the use and effectiveness of local economic development incentives within a specific region, the Detroit metropolitan area. The Detroit area serves as a good example, they say, because of the area's 20-plus year track record of its communities offering the gamut of economic incentives aimed at redirecting economic activity and jobs. The evidence they uncover reveals factors that drive cities not just in this Southeast Michigan area, but nationwide to offer particular types of incentives that are more or less generous than those offered by their neighbors.

The Economic Impact Component of the University of Massachusetts Housing study aims to answer two research questions:
1. What are the direct and indirect economic impacts of the housing industry in Massachusetts?
2. What is the significance of housing as a factor in business location decisions?
The first, and primary, question was addressed through a quantitative assessment using the "Local Impact of Homebuilding Model" calibrated by the National Association of Home Builders, The second research question was addressed through a qualitative assessment of area development and site selection literature and policy analyses dealing with business location criteria.

The Valley of Innovation is a new industrial region that is being formed as the result of recent technology transfers and significant growth in the biotechnology sector. The region includes part of western Massachusetts along with Central Connecticut and runs from north to south along the I-91 corridor, following the general borders of the Connecticut River Valley. The region extends from the University of Massachusetts at Amherst, through Springfield, Massachusetts, and continues past Hartford, Connecticut, to New Haven, and down I-95 towards New York State.

Previous research concerning base closure and reutilization focused on the roles of government agencies and the assistance they provided. This study looks at the community and the impact of installation closure. The process of planning for reuse of an installation is difficult and confusing. The guidance provided by the government has changed drastically since the first closures announced in the 1988 Base Realignment and Closure Committee recommendations. This study focuses on the strategy employed by Kettering, OH to successfully reuse Gentile AFS upon closure. Local communities affected by a base closure are uncertain as to their future and look to the federal government for guidance and economic assistance in rebuilding their local economy. The local communities want to close the base with as little federal government interference as possible and convert the base to civilian use with as much federal financial assistance as possible. During 1993-1994 two Air Force Institute of Technology research teams began longitudinal case studies of the base closure and rescue process at Gentile Air Force Station, Ohio to determine the effectiveness of the federal government's current approach. In 1988, the Department of Defense DOD began a massive series of military base closures. Communities affected by these closures must contend with regulations of numerous agencies which impact the closure process. Since 1961, DODs Office of Economic Adjustment OEA has assisted communities in their attempts to recover from effects of base closures. In the 1980s and 1990s, the governments level of involvement increased it added the Air Force Base Conversion Agency AFBCA and the Base Transition Office BTO to assist communities recovery efforts. In 1990, Public Law 101-510 created the independent, five-year Defense Base Realignment and Closure Commission BRAC. This law provided for the Commission to meet in 1991, 1993, and 1995. The 1993 Commission recommended transfer of the Defense Electronic Supply Center DESC, a Defense Logistics Agency inventory control point, to Columbus, Ohio. This action resulted in an Air Force decision to close Gentile AFS, Kettering, Ohio. A case study of the closure and initial redevelopment of Gentile AFS was undertaken to construct a framework to be used by future redevelopment policy makers affected by a defense base closure. This study explores the feasibility of a business matchmaking program for Western Massachusetts focusing on import substitution. Business matchmaking programs currently operate throughout the U.S.A. and Canada. Their goal is to retain capital in the area and develop the area's economy by linking local businesses to each other, and with national and global markets. Twelve operating programs were investigated and assessed for their adaptability to the Western Massachusetts context. Area businesses and economic experts were interviewed to determine if a similar program would work here.

Bartik reviews evidence on whether state and local policies affect job growth. He then presents empirical data supporting the intentions of such programs, showing that job growth may lead to a number of positive long-term effects including: lower unemployment, higher labor force participation, higher real estate values, and better occupational opportunities. Conflict entails numerous sacrifices in human resources in addition to loss of life, while it is difficult to appraise the real cost of conflict, one can determine the number of fatalities. It is the primary goal of this thesis to develop an accounting technique by which the human capital cost of fatalities due to the Northern Ireland Conflict may be measured in an accepted unit of account. Free Bank Failures In New York And Wisconsin: A Portfolio Analysis, Andrew J. Economopoulos

Rolnick and Weber found that a sharp decline in asset prices led to bank panics and, ultimately, bank failures during the free banking era. An examination of New York and Wisconsin free bank portfolios prior to a fall in asset prices indicates banks that weathered the turmoil held significantly different portfolios than closed banks. In general, solvent banks held more loans and specie, and issued more deposits and less bank notes than closed banks.

Data on the handweaving program at the Quicksand Craft Center in the Appalachian Mountains of Eastern Kentucky were compiled and analyzed. Four areas--history of the craft program, business organization and financial structure, weave patterns of goods woven and sold by the craft center, and weavers employed in the program --were examined to assess the success of the program in the local community. Factors in the four areas examined contributed to the success of the program.
