Congestion results in losses in productivity, added delivery time, extra costs for consumers, as well as damage to the environment. The most obvious solution to traffic congestion is to build more roads, but the prevailing thought among experts is that adding supply is not an effective long-term solution. Another approach is congestion pricing, where motorists are charged different prices based on demand. A literature review supports congestion pricing’s effectiveness, efficiency, and equity. Perhaps most importantly, a number of case studies suggest that congestion pricing is politically feasible.

Ireland, like many other countries with high rates of economic growth, is urbanising rapidly. There has been considerable emphasis on planning for this through the National Development Plan, the National Spatial Strategy, development guidelines and other measures. Through these the state intends that a proper planning process will lead growth rather than leaving it to market forces to drive development in what are regarded as undesirable directions. The “polluter pays” principle in environmental law assumes that the actor would reduce or avoid adverse effects of his actions if he had to bear the consequences of those actions (internalization of effects). Such internalization can generally be done in two ways: either by avoiding or eliminating the harmful effects or by wearing the financial consequences of the injury. It is therefore on the one hand to have an incentive effect, on the other to a compensatory effect.

Chapter 1 of this report describes the project contracted to the Center for Economic Development and the Urban Places Project at the University of Massachusetts by the New North Citizen's Council of Springfield, Massachusetts, which was, to find better and larger space for their administrative offices, walk-in clinic, and two day-care centers.
Chapter 2 describes the needs and assessments for the NNCC that was conducted, which showed that the NNCC required additional office space that was conveniently located for its clients, more day-care space to allow an expansion of the subsidized day-care program, and expansion options that can be implemented …

The continuing failure of society to deal adequately with its problems has led to criticism that goes beyond the imperfections of a fundamentally sound social organization. Individual economic incentive and private markets, the basics of our economic organization, are condemned as inherently destructive of desirable social goals. It may be that such criticism is naive with respect to the basic history of economic organization and the prospects for meaningful alternatives. It also may be that the "solutions" offered are frequently more authoritarian than the critics allege the present system to be. We are still left to ponder the vital, long-standing, …
