When Eu Law Meets Arabic Law: Assessment Of Anti-Corruption Law In Morocco And Some Proposed Amendments, Bryane Michael, Abdelaziz Nouaydi

Bryane Michael (bryane.michael@stcatz.ox.ac.uk)

This article reviews the present state of the adoption of anti-corruption legal provisions usually adopted in EU (or candidate) countries in Morocco. Morocco lags behind many countries in its adoption of anti-corruption legislation and the recently established Central Agency of the Prevention of Corruption is unlikely to succeed in speeding up the adoption of these measures. English language translations of a number of Moroccan anti-corruption legal instruments are presented and amendments to these legal instruments are recommended (based on international best practice) in order to increase the likely effectiveness of Moroccan law enforcement institutions in fighting corruption.

Az Új Retorika És Az Új Európa, Miklós Könczöl Jan 2008

Az Új Retorika És Az Új Európa, Miklós Könczöl

Miklós Könczöl

In my paper I mainly deal with a somewhat younger contemporary of the European Communities, The New Rhetoric by Chaïm Perelman, published in 1958. In the context of that work, I will attempt to show some insights which, once proven to be useful in the theory of rhetoric, may make the discussions on the future of Europe and the Europe of the future more fruitful.

The rhetorical theory of Perelman has been and is even today target of – often well-grounded and fully justified – criticism. One of its problematic points is the relationship of the New Rhetoric to the …

Burn Disaster Response Planning: An Urban Region's Approach, Roger W. Yurt, Eliot J. Lazar, Nicole E. Leahy, Nicholas V. Cagliuso

Nicholas V. Cagliuso Sr., Ph.D.

The objective of this study was to describe a draft response plan for the tiered triage, treatment, or transportation of 400 adult and pediatric victims (50/million population) of a burn disaster for the first 3 to 5 days after injury using regional resources. Review of meeting minutes and the 11 deliverables of the draft response plan was performed. The draft burn disaster response plan developed for NYC recommended: 1) City hospitals or regional burn centers within a 60- mile distance be designated as tiered Burn Disaster Receiving Hospitals (BDRH); 2) these hospitals be divided into a four-tier system, based on …

Need For Performance Metrics In Hospital Emergency Management, Eliot J. Lazar, Nicholas V. Cagliuso, Kristine M. Gebbie Jan 2008

Need For Performance Metrics In Hospital Emergency Management, Eliot J. Lazar, Nicholas V. Cagliuso, Kristine M. Gebbie

Nicholas V. Cagliuso Sr., Ph.D.

An extraordinary number of health care quality and patient safety indicators have been developed for hospitals and other health care institutions; however, few meaningful indicators exist for comprehensive assessment of hospital emergency management. Although health care institutions have invested considerable resources in emergency management preparedness, the need for universally accepted, evidence-based performance metrics to measure these efforts remains largely unfulfilled. We suggest that this can be remediated through the application of traditional health care quality paradigms, coupled with novel analytic approaches to develop meaningful performance data in hospital emergency management.

Heterogeneous Human Capital, Uncertainty, And The Structure Of Plans: A Market Process Approach To Marriage And Divorce, Peter Lewin Jan 2008

Heterogeneous Human Capital, Uncertainty, And The Structure Of Plans: A Market Process Approach To Marriage And Divorce, Peter Lewin

Peter Lewin

The family has not been exempt from the multiple and rapidly occurring changes in the world today, particularly in market economies. The number of marriages has declined, age at first marriage has risen, the number of divorces has risen sharply, the fertility rate has declined, and the division of labor within families has changed, not always in ways that might be expected. This paper subjects these developments to a market process analysis, drawing on the voluminous work occurring in family economics. The Austrian theory of capital, with its emphasis on capital heterogeneity, is relevant. We place particular emphasis on the …

Fiscal Competition For Heterogeneous Firms And The Quality Of Local Infrastructure Services, Serena Fatica Jan 2008

Fiscal Competition For Heterogeneous Firms And The Quality Of Local Infrastructure Services, Serena Fatica

Serena Fatica

We study competition among regions to attract potential investors. Regions have two instruments at their disposal: direct …financial incentives to …firms and the quality of the local differentiated infrastructure. We compare two alternative compensation policies: uniform subsidies versus discriminatory aid. We …find that, when the number of competing regions is exogenous, the quality level of the local infrastructure under the discriminatory policy maximizes social welfare. However, the number of regions actively seeking to attract investment is inefficiently high. In addition, it is shown that the welfare maximizing level of quality can be reached through quantitative limits to the …financial transfers …

Personality Theories And Models: An Overview, Gregory J. Boyle, Gerald Matthews, Donald H. Saklofske

Gregory J. Boyle

Extract:

The thesis of these volumes is that the study of personality traits has advanced towards 'normal science' in the sense of a Kuhnian paradigm (cf. Eysenck, 1981; Kuhn, 1962). That is, most researchers in this area share a set of common core beliefs supported by empirical evidence. These include the relative stability of traits over time, a significant genetic and biological influence on personality, and relevance of traits to many areas of everyday life.

The Institutional Repository Rediscovered: What Can A University Do For Open Access Publishing?

Jean-Gabriel Bankier

Universities have always been one of the key players in open access publishing and have encountered the particular obstacle that faces this Green model of open access, namely, disappointing author uptake. Today, the university has a unique opportunity to reinvent and reinvigorate the model of the institutional repository. This article explores what is not working about the way we talk about repositories to authors today and how we can better meet faculty needs. More than an archive, a repository can be a showcase that allows scholars to build attractive scholarly profiles, and a platform to publish original content in emerging …

“Immigrant ‘Transnationalism’ And The Presence Of The Past”, Roger D. Waldinger Jan 2008

“Immigrant ‘Transnationalism’ And The Presence Of The Past”, Roger D. Waldinger

Roger D Waldinger

Scholars of “immigrant transnationalism” tell us that the case of contemporary migrants living “here” and “there” represents something new. Engaging with the historical and contemporary literatures, this chapter argues that the relationship between “immigrant transnationalism” now and then takes a far more complex form. The chapter highlights three different modalities of past/present connection: (1) recurrence -- the continued reappearance of trans-state immigrant and ethnic ties linking “here” and “there, a feature, however, generic to all long-distance migrations, whether international or internal; (2) secular change -- the rise of massive state apparatuses controlling population movements between states, and rationalizing distinctions between …
