Research on dual processes in cognition has found that explicit, analytical thought is more powerful and less vulnerable to heuristics and biases than is implicit, intuitive thought. However, several studies have found that holistic, intuitive processes can outperform analysis, documenting the disruptive effects of hypothesis testing, think-aloud protocols, and analytical judgments. To examine the effects of intuitive versus analytical strategy and level of experience on problem solving, first- through fourth-year undergraduates solved problems dealing with college life. Results of two studies showed that the appropriateness of strategy depends on the problem solver’s level of experience. Analysis was found to be …

In 2005 the Carnegie Mellon University Libraries received a grant from the Eden Hall Foundation called Information Literacy for the Region. A key aspect of this grant encourages collaboration between Carnegie Mellon University Libraries and local school and public libraries on information literacy initiatives. An Information Literacy Fellow position was created to plan and administer these initiatives. Ideas for collaborative activities spawned from a focus group discussion held at Carnegie Mellon in summer 2006. Western Pennsylvania School Librarians Association members and Carnegie Mellon librarians got together to discuss how to foster interest in local, grass roots information literacy projects. Lack …

This article analyzes five forces that may raise the risk of convicting the innocent based upon the suspect's race: the selection, ratchet, procedural justice, bystanders, and aggressive-suspicion effects. In other words, subconscious forces press police to focus more attention on racial minorites, the ratchet makes this focus every-increasing, the resulting sense by the community of unfair treatment raises its involvment in crime while lowering its willingness to aid the police in resisting crime, innocent persons suffer when their skin color becomes associated with criminality, and the police use more aggressive techniques on racial minorities in a way that raises the …

Sovereign state power, absolute and unlimited, was to guarantee the lives and property of citizens. Instead, States became vectors for mass violence. The realist/atomist model of sovereignty failed to preserve peace and instead led to global wars of mass destruction. The same technological progress which makes human extinction possible also makes global governance possible through nearly instant global communication and travel. The possibility for global governance confronts the reality of an archaic and inapt juridical concept. Abstract: Legal interpretation in the United States changed dramatically between 1930 and 1950. The Great Depression and World War II unleashed radical critique (particularly prior to the war). Legal realism proposed radical new methods of legal interpretation to try to meet the challenges of global depression and global war. The new legal methods proposed by realism at first seemed to indicate a new legal order. In fact, they only preserved the old order, protecting it from fundamental change. The Journalism Department at California Polytechnic State University (Cal Poly) has created a public relations (PR) curriculum that adequately balances students' preparation in conceptual knowledge and practical skills by introducing “hands on” public relations work. At Cal Poly, students gain valuable expertise from the beginning of their academic experience by providing PR work for community clients. Moreover, dozens of nonprofit organizations in Cal Poly's community have been helped by getting PR support of the highest quality—support that they need but cannot afford to pay for. Details are provided of Cal Poly's PR curriculum and structure for seven of its courses.

This paper examines the privacy of personal medical information in the health research context. Arguing that biomedical research in Canada has been caught up in the government’s broader neo-liberal policy agenda that has positioned biotechnology as a strategic driver of economic growth, the author discusses the tension between informational privacy and the need for medical information for research purposes. Consideration is given to the debate about whether privacy for medical information serves or hinders the ‘public good’ in respect of medical research, and to discussions of informed consent as an element of ‘fair information practices’ designed to safeguard the privacy …

Personal Health Information In Canada: A Comparison Of Citizen Expectations And Legislation, Wilhelm Peekhaus

This paper explores whether the Canadian legislative protections in place to safeguard medical privacy meet the expectations of Canadians. An overview of current governance systems designed to protect the privacy of personal health information at both the federal and provincial levels is first presented. This is followed by an empirical analysis of the results of a public opinion survey conducted to determine Canadian attitudes about medical privacy, particularly genetic privacy. The analysis highlights areas where legislation and public opinion converge and diverge.

Theoretical debates about global media ethics have been marked by disagreements about the nature, possibility, and desirability of a global ethics. This article attempts to address those disagreements by developing an “ethics of universal being” as the philosophical basis for a global media ethics, an ethics expressed by such universals as the sacredness of life, truth, and nonviolence. The article aims to explore various theoretical positions on global media ethics by providing an overview of the literature and seeking ways in which common ground may be found between these different positions. In 2003, there were 586,523 international students in U.S. institutions. International students make up 13 percent of U.S. graduate students, and account for one-fifth of all doctorates. Some students remain in the U.S., while others return to their home countries. Either way, however, international students represent a very significant portion of the U.S. higher education field. Yet the literature on international graduate students is surprisingly sparse. While there are many studies of the international graduate student experience, they tend to focus mostly on language acquisition, academics, acculturation and social adaptation. In this paper we analyze whether U.S. Anti-Dumping (AD) duties in the agricultural sector are effective in restricting trade. More specifically, does imposition of an antidumping duty restrict imports of the named commodity or is there a diversion in the supply of imports from countries named in the petition to countries not named in the antidumping petition? We find that AD duties have had a significant impact on the imports of agricultural commodities from the countries named in the petition. However, our results also indicate that, unlike the manufacturing sector in the US, there was little trade diversion towards countries …

A considerable body of research has analyzed the influence of the women’s movement, changes in women’s political representation, and policies promoting women’s interests in the developing world. However, we know comparatively less about the degree to which the attitudes and behaviors of the mass public mirror these national patterns. This article explores the evolution of gender differences in citizens’ political interest, civic engagement, and support for women in politics in the Dominican Republic over 1994–2004, a period important for the country’s democratization as well as one of significant changes in gender-related discourse and policies. Opportunities for more creative and innovative environments for learners continue to develop through distance education. Especially at the post-secondary level, these immersive environments can involve high-end video game technologies to create multi-user virtual worlds that can both replicate and far extend physical classrooms. At San Jose State University's School of Library and Information Science, courses offered in and through Second Life develop both competence and comfort in working with library users. Several useful lessons have also been learned.
