As a latecomer economy, Africa faces persistent difficulties with catching up in global markets. This study examines the strategic potential of community-based hybrid models, which balance market profitability with social impact in local communities. Focusing on the global business services industry in Kenya and South Africa, and the practice of ‘impact sourcing’ – hiring and training of disadvantaged staff servicing business clients – we find that while regular providers struggle to compete with global peers, hybrid model adopters manage to access underutilized labor pools through community organizations, and target less competitive niche client markets. Many individuals with intellectual and developmental disabilities, or IDD, have a legal guardian who assists them in making life decisions about housing, health, and employment. A recent analysis of data from the National Core Indicators (NCI) Adult Consumer Survey has found that people with IDD who were represented by a legal guardian were less likely to have paid employment than people who were their own legal guardians.

This finding may help us understand the role that legal guardians play in access to employment. If guardianship is a potential barrier to community-based work, then guardians need to be directly engaged in …

SEEC (Seeking Equality, Empowerment, and Community) is a Maryland-based provider of employment, community living, and community development supports to people with intellectual and developmental disabilities (IDD). Like many providers of individualized supports, SEEC has had to find creative ways to individualize supports even though its funding structures do not support 1:1 staffing. One way they do this is by deliberately building both human capital (community living skills) and social capital (relationships in the community). As skills and relationships are built, paid supports can be faded, thus making more efficient use of resources in the longer term.

WorkLink is a program that braids community employment and life engagement services. The goal is to enable individuals with intellectual and developmental disabilities (IDD) to work while receiving wrap-around day supports, as needed. Started in 1996, WorkLink is a program of TransCen, Inc. and is based in San Francisco.

WorkLink clients do not have to give up day supports when deciding to pursue work. In addition to helping individuals establish and maintain meaningful community relationships, day supports are used to discover and explore vocational goals and job options. This information then helps guide individuals’ employment planning process.

During Fiscal Year 2016, the Community Mediation Center Grant Program proved generally effective in supporting the delivery of mediation services for dispute resolution from community mediation centers to Massachusetts communities. As a result of a $750,000 legislative appropriation, thirteen community mediation centers were awarded operating grants that proved critical to the centers’ sustained existence and thriving. The Program’s value was demonstrated by evidence of the contribution made by the funded centers towards reducing conflict and increasing access to procedural justice for residents in every Massachusetts county. This November 2016 report, based on pre-recession and post-recession earnings data from the American Community Survey, demonstrates that while women’s overall earnings are now higher than pre-recession levels, other key indicators demonstrate a growing wage gap for many women—especially minorities and low-wage workers.

Minority women in New England who are employed full-time, year-round earned 62 percent as much as white men, both before and after the recession. While the gap between minority women’s and white women’s earnings decreased in Maine, New Hampshire, and Rhode Island after the recession, it stayed the same in Massachusetts and widened in Connecticut and Vermont. …

The need for culturally competent care for the elderly is of growing concern for Asian American and Pacific Islander (AAPI) communities and health providers. In 2012, a preliminary study was conducted to ascertain the perspectives of service providers about the cultural competency of services for elderly Vietnamese Americans in Boston, Massachusetts. The study includes interviews with key informants representing the five major community health centers (CHC) programs in Boston’s Vietnamese enclave in the Dorchester neighborhood. The Higher Education Opportunity Act (HEOA) enacted in 2008 created exciting opportunities for students with intellectual disability (ID) to access federal financial aid, and authorized both new model demonstration programs and a National Coordinating Center (NCC). The NCC, administered by Think College at the Institute for Community Inclusion at the University of Massachusetts Boston, is charged with providing technical assistance, coordination, and evaluation of model demonstration programs. In 1971, the Congressional Black Caucus (CBC) began its seminal investigation of racism in the military. A year into the investigation, the caucus reported the military had done little, if anything, to address racism in the ranks (188 Cong. Rec., 6739-6744, 1972). The problem continued as one of the most critical issues for the CBC during the latter years of the Vietnam War (188 Cong. Rec. pp. E8674-8688).

In May and June of 2015, a field school from the University of Massachusetts Boston, in partnership with Plimoth Plantation, undertook a third season of work in Plymouth, Massachusetts, as part of Project 400: The Plymouth Colony Archaeological Survey, a site survey and excavation program leading up to the 400th anniversary of New England’s first permanent English settlement in 1620, the founding of Plymouth Colony. The committee was comprised of representatives from the Division for Developmental Disabilities (DDD) administration; the Division of Vocational Rehabilitation; local Community Centered Boards (private nonprofit organizations responsible for authorizing services); advocacy groups; and self-advocates, parents, and service providers.

Walsh announced in 2014 that the City of Boston would join the World Health Organization’s Age-Friendly Cities Network, in cooperation with the Massachusetts AARP. The Belmont Council on Aging is a municipal office charged with “advocating on behalf of the seniors of Belmont and ensuring that their social, financial and healthcare needs are met."
